Russia issued a formal warning at the beginning of the month, urging its citizens to avoid travelling to over a dozen countries that maintain extradition treaties with the United States, warning them that they risk becoming “collateral damage” in the Ukraine war, amid what it calls a sharp increase in “Washington’s punitive justice since 2022”.

Although Moscow portrays this as an escalation since 2022, the legal framework largely dates back to 2014, following Russia’s annexation of Crimea. Enforcement has, however, intensified significantly since the full-scale invasion in 2022.

#Zakharova: We have repeatedly drawn attention to the threat of Russian citizens being detained & arrested in third countries at the request of the US.

@mfa_russia has issued a travel advisory on the risks posed by states that have extradition treaties with the US. pic.twitter.com/aY1QSRoweM
— MFA Russia (@mfa_russia) April 1, 2026

In practice, these “extraterritorial sanctions” enable US authorities to impose penalties beyond their own territory. This can include prosecuting non-US individuals or companies if transactions involve the US financial system or sanctioned entities, or if they are detained in countries that cooperate with Washington.

Moscow claims, without providing evidence or specific examples, that “US intelligence agencies often engage in fraudulent schemes to lure Russian citizens abroad with lucrative commercial or tourist offers”, only to detain them upon arrival.

The advisory is aimed “at Russians who have reasonable grounds to believe they may be subject to criminal prosecution by US authorities”, as well as those appearing on the Specially Designated Nationals and Blocked Persons (SDN) list.

The ministry lists countries that are most likely to extradite Russians to the United States, including the UK, Switzerland, most EU member states, Canada, Australia, Israel, many Latin American countries, Liberia, Morocco, and several Asian states.

The Kremlin claims that more than 100 Russian citizens have been extradited to the United States since Viktor Bout’s arrest in Thailand in 2008, although no authoritative public total is available.

The Russian arms dealer, dubbed the “Merchant of Death”, spent around 14 years in US custody after being convicted of charges related to arms trafficking and conspiring to kill Americans. In December 2022, he was released in a prisoner swap negotiated by the United Arab Emirates and Saudi Arabia in exchange for US basketball star Brittney Griner. Griner had been imprisoned in Russia after customs officials found cannabis vape cartridges in her luggage.

The exact number of Russians held in US jails remains unclear.

In 2024, the largest prisoner swap since the Cold War saw 16 Western detainees exchanged for eight Russians held on charges ranging from sanctions evasion to cybercrime and arms trafficking across the United States and Europe. A further deal in February 2025 saw the release of American teacher Marc Fogel, who had been imprisoned on medical cannabis charges.

As of early 2026, official sources and media reports indicated that at least eight Americans remained in Russian custody.

Amid mounting security concerns linked to Moscow’s war against Ukraine, the European Union (EU) has formally tightened the rules for issuing multiple-entry Schengen visas to Russian passport holders, limiting access to short-stay permits.

Under the new decision, adopted by the European Commission on 6 November, most Russian citizens will now only be eligible for single-entry visas, meaning they will have to apply for a new visa for each trip to the Schengen area. This follows reports of drone incursions over Brussels, acts of sabotage, and attempts at cyber espionage, as well as fears that visas could be misused for propaganda or intelligence purposes.

According to the Commission, “Russia’s unprovoked war of aggression against Ukraine and its weaponisation of migration have profoundly altered the security risk linked to Russian visa applicants”. The new system will enable the authorities to review travellers more frequently and to “mitigate any potential threat to public order and internal security”.

The restrictions pertain to applications submitted in Russia for travel to the Schengen area, which encompasses 25 of the EU’s 27 member states, as well as Iceland, Liechtenstein, Norway, and Switzerland.

The European Commission banned issuing multi-entry Schengen visas to Russian citizens, requiring them to apply for a new single-entry visa each time they plan to travel to the EU. This will allow enhanced screening of Russian applicants and reduce potential security risks for… pic.twitter.com/bOdWda4krb
— WarTranslated (@wartranslated) November 7, 2025

Limited exceptions

The Commission’s decision allows for a few exceptions. Close family members of Russian citizens legally residing in the EU, or of EU citizens themselves, may still be granted one-year, multiple-entry visas, provided they have lawfully used three such visas over the past two years.

Transport professionals, including seafarers, lorry drivers, bus drivers and train crew, can obtain nine-month multiple-entry visas provided they have used two visas in the previous two years.

On Friday, a Commission spokesperson, Markus Lammert, said that the new framework “severely restricts” multiple-entry visas, but still allows consulates “a degree of discretion for exceptional humanitarian or professional cases”.

Member states may, in “duly justified cases”, issue longer visas – up to five years – to dissidents, independent journalists, human rights defenders, civil society representatives and other vulnerable individuals whose reliability and integrity are beyond doubt.

The new rules are not retroactive. Russians who already hold valid multiple-entry visas will be permitted to continue using them until they expire.

A gradual tightening

The decision marks the latest step in a policy that has been tightening for over two years. Already in September, as reported by Travel Tomorrow, the EU had prepared to recommend stricter visa conditions for Russian nationals, citing growing security concerns and the need for “coordinated scrutiny” across the bloc.

This followed earlier measures taken in 2022 when the EU suspended the Visa Facilitation Agreement with Moscow, which made short-stay visa applications more expensive and complex. The bloc also ruled that passports issued in Russian-occupied Ukrainian regions would no longer be recognised for entry into the Schengen area.

Baltic states such as Lithuania, Latvia and Estonia went further by barring most Russian citizens from entering altogether. The EU has also urged Serbia to stop granting citizenship to Russians, warning that this creates an easy backdoor into Europe and poses potential security risks.

JUST IN

EU slams the visa door on Russians, banning multiple-entry Schengen visas

The new rules relegate most Russian citizens to single-entry visas, forcing them to undergo a heavily scrutinized application process for each trip

The new rules explicitly aim to… pic.twitter.com/fGrk4zG1FF
— The Other Side Media (@TheOtherSideRu) November 7, 2025

Despite these restrictions, the number of Schengen visas issued to Russian nationals increased again in 2024, reaching over 600,000 short-stay permits compared to 500,000 in 2023 and four million prior to the war. The Commission’s latest decision is intended to close what officials see as a remaining security gap.

Estonian Prime Minister Kaja Kallas welcomed the move, writing on X that “starting a war and expecting to move freely in Europe is hard to justify. Travelling to the EU is a privilege, not a right”.

Starting a war and expecting to move freely in Europe is hard to justify.

The EU is tightening visa rules for Russian nationals amid continued drone disruptions and sabotage on European soil.

Travelling to the EU is a privilege, not a given.
— Kaja Kallas (@kajakallas) November 7, 2025

In Moscow, the reaction was predictably sharp. Russian Foreign Ministry spokeswoman Maria Zakharova mocked the EU’s decision, saying Brussels preferred “illegal migrants and Ukrainian draft dodgers” to “creditworthy tourists”.

Dozens of Aeroflot flights were cancelled on Monday 28 July 2025, after a devastating cyber-attack on digital infrastructure across Russia. Responsibility for the giant hack has been claimed by pro-Ukrainian groups.

Reuters reports airport departure boards “turning red” just as schedules were due to serve Russian holidaymakers going away for their peak vacation season. Hundreds of delayed passengers milled around Moscow’s Sheremetyevo airport, Aeroflot’s hub, and subsidiaries Rossiya and Pobeda airlines were also affected, and no recovery timeframe was immediately forthcoming.

“In the service of unfriendly states”

The incident has been described as “quite alarming” by the Kremlin, and the country’s legislators are viewing it as a warning sign. Anton Gorelkin, a longtime proponent of a so-called “sovereign internet” in Russia, governed by state surveillance and partitioned off from the rest of the online world, said in a statement: “We must not forget that the war against our country is being waged on all fronts, including the digital one. And I do not rule out that the ‘hacktivists’ who claimed responsibility for the incident are in the service of unfriendly states.”

Similarly, Anton Nemkin, a politician who is a former Federal Security Service member and Sochi Digital Valley fund founder, called for action to identify not only the hackers but also “those who allowed systemic failures in protection”.

Online hacker group Silent Crow, alongside the Belarusian Cyberpartisans, has publicly owned the attack on Telegram. They claimed it would help “Ukrainians in their fight with the occupier, carrying out a cyber strike on Aeroflot and paralysing the largest airline in Russia.”

Costs estimated in the tens of millions of dollars

They had worked for a year to infiltrate Aeroflot’s network, destroy 7,000 servers, and take over employee and manager computers. They also stole data from “all Russians who have ever flown with Aeroflot”, which they have threatened to release. The guerilla group anticipates that the overall cost to Aeroflot will be in the “tens of millions of dollars.”

As a result of the attack, Aeroflot was forced to ground over 40 mostly domestic flights as well as routes to Belarusian capital Minsk and the Armenian capital Yerevan. It issued a statement saying “Specialists are currently working to minimise the impact on the flight schedule and to restore normal service operations.” The markets however were unimpressed, with the Russian flag carrier’s shares dropping by 3.9% by 1300 GMT, below market benchmarks which in comparison were down only 1.4%.

A Soviet spacecraft launched in 1972 that failed to reach its original destination is expected to make an uncontrolled return to Earth within the next few days.

The 500 kg lander, known as Kosmos 482, was on its way to Venus when a malfunction occurred, preventing it from escaping Earth’s orbit. While most of the mission’s components re-entered the atmosphere and disintegrated within a decade, the landing capsule – a small spherical object of about one metre in diameter – remained stranded in orbit for 53 years, gradually losing altitude. Its long orbital drift may soon end.

Marco Langbroek, a Dutch satellite tracker and scientist at Delft University of Technology predicts the failed Kosmos 482 will re-enter the atmosphere around 10 May, an estimate roughly echoed by the US Aerospace Corporation which also monitors space debris. If the capsule survives re-entry, Langbroek estimates it could crash to Earth at speeds of up to 242 km/h.

Had it succeeded, Kosmos 482 would have extended the Soviet Union’s pioneering planetary exploration programme, arriving on Venus less than two years after Venera 7 achieved the first successful soft landing on another planet.

The spacecraft’s potential impact zone spans a vast region between 51.7° north and south latitude, ranging from cities like London and Edmonton (Canada) in the north, to South America’s Cape Horn in the south. With over 70% of the Earth’s surface covered by water, Langbroek notes that ‘chances are good it will indeed end up in some ocean’.

He adds that the actual risk to humans is minimal: ‘It’s similar to that of a random meteorite fall, several of which happen each year. You run a bigger risk of getting hit by lightning in your lifetime.’

Indeed, the National Weather Service estimates the lifetime odds of being struck by lightning in the US at about 1 in 15,300, with even lower odds globally.

A Soviet spacecraft is expected to crash land on Earth this week.

What might happen on re-entry?

Although the capsule is expected to re-enter this week, it remains uncertain how much of the half-ton structure will survive atmospheric re-entry. Langbroek compares it to ‘crashing your car into a wall at 150 miles an hour’.

Several outcomes are possible:

Parachute deployment – Highly unlikely: The lander still carries its original parachute system. However, after more than five decades in space, experts doubt it would still function. If it did, it could enable a gentle descent – a surprising tribute to Soviet engineering.

Heat-shield failure – Most likely, best case: According to Dr Jonathan McDowell of the Harvard – Smithsonian Center for Astrophysics, if the heat shield fails, the capsule would likely burn up entirely during re-entry.

Intact fall – Still possible: If the heat shield holds, ‘You have a half-ton metal object falling from the sky,’ warns McDowell. In that case, some fragments may survive splashdown or – less probably – reach land.

While the uncontrolled nature of the re-entry has sparked concern, past incidents are somehow reassuring. In 2022, a large Chinese Long March 5B booster rocket made an uncontrolled re-entry over the Indian Ocean with no reported damage. Similarly, in 2018, the defunct Tiangong-1 space station burned up over the South Pacific, with no debris reaching inhabited areas.

Moscow is again calling for the United States to lift aviation sanctions on its planes, as it claims to be negotiating a ceasefire with Ukraine. The situation has the potential to create a stand-off between the US and the European Union over opening the skies to the Russians. Concerns surrounding any such measure include Russian fleet worthiness and the EU’s obligation to seize rental jets stolen at the start of the Ukraine war.

If the EU does not lift the aviation restrictions imposed on Russia since it invaded Ukraine in 2022, then any US move would in any case be largely ineffective due to the need for so many international Russian routes to overfly the bloc.

Top US and Russian officials met in Saudi Arabia on Tuesday to discuss how to end the war in Ukraine, without anyone from Kyiv taking part

US Secretary of State Marco Rubio sat opposite Russian Foreign Minister Sergei Lavrov at the meeting https://t.co/hqkjyxWBTB pic.twitter.com/2lW8KsmLvR
— Bloomberg Middle East (@middleeast) February 18, 2025

Hundreds of potentially unsafe jets

One EU commissioner cited on condition of anonymity by Politico, said that the EU’s commitment to sanctions was “firm” and highlighted that there would be “major safety and security issues” at stake if Russian jets were allowed to operate. This is because the aviation embargo means Russia also forbidden access to official repairs or parts for its jets from Boeing or Airbus.

“It is not known if Russian air operators and air traffic services have been properly maintained over the past three years, putting the airworthiness of the Russian fleet seriously in question,” the source said.

That could affect as many as 112 Boeings and 59 Airbus craft, according to planespotter.net data reported by Simple Flying. Not only could the European Aviation Safety Agency (EASA) be overwhelmed by the task of checking the Russian fleet’s credentials, but also, potentially dangerous jets released into Europe’s skies could bring with them into the supply chain a suite of forged parts believed to be supplied by manufacturers in places such as Iran.

Russia continues to “domesticate” the SuperJet with today’s first flight using the Russian designed PD-8 engines. The program to replace all foreign components on the jet includes major systems like the avionics, APU, air conditioning, landing gear assemblies, and engines. pic.twitter.com/fBCIqOcLdY
— Flightradar24 (@flightradar24) March 17, 2025

Legal and commercial pressures

Other issues include the EU’s legal obligation to seize assets on behalf of aircraft leasing companies which are owed huge sums of money as a result of their planes being commandeered by the Russians after the invasion.

Despite these concerns, some European airlines are keen to see the back of Russia’s retaliatory sanctions which have prevented them from overflying the vast territory, making their international routes longer and therefore uncompetitive.

Chinese airlines, which are allowed access to Russia’s skies, have inserted themselves into that gap in the market. If the US were to ease its restrictions, then, the pressure on EU policymakers from Europe’s commercial carriers could begin to mount further.

Just days after a meeting between US Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov in Saudi Arabia, Russian and US diplomats met at the US Consul General’s residence in Istanbul on Thursday, 27 February.

Both Sonata Coulter, US Deputy Assistant Secretary of State for Russia and Central Europe, and Alexander Darchiyev, head of the North Atlantic Department at Russia’s Foreign Ministry, were present during the six-hour talks, according to a statement from the US Department of State. “The United States raised concerns regarding access to banking and contracted services, as well as the need to ensure stable and sustainable staffing levels at the US Embassy in Moscow. Through constructive discussions, both sides identified concrete initial steps to stabilise bilateral mission operations in these areas,” the statement read.

According to the US Department of State, Deputy Assistant Secretary Coulter and Ambassador Darchiyev agreed to hold a follow-up meeting on these issues in the near future, with the date, location, and representation yet to be determined.

Russia aims to restore direct flights

On Friday, one day after the meeting, the Russian Ministry of Foreign Affairs also commented on the matter. According to CNN, the Ministry stated that Coulter and Darchiyev discussed “ways to overcome numerous ‘irritants’ inherited from previous American administrations.” Additionally, the Russians confirmed that the possibility of reintroducing direct flights between Russia and the United States was raised during the meeting. “The need for practical results aimed at creating conditions for improving bilateral relations in the interests of the peoples of our countries was particularly emphasised. In concrete terms, the American side was asked to consider the possibility of restoring direct air traffic,” the Ministry added.

However, the US Department of State has not confirmed whether the reopening of US airspace to Russian aircraft was officially discussed.

Airspace restrictions following the Ukraine invasion

In February 2022, the United States, Canada, the European Union, and other Western nations banned Russian aircraft from entering their airspace following Russia’s invasion of Ukraine. “We are proposing a prohibition on all Russian-owned, Russian-registered, and Russian-controlled aircraft. Let me be very clear – our airspace will be closed to every Russian plane, and that includes the private jets of oligarchs too,” European Commission President Ursula von der Leyen said at the time.

Russia retaliated by closing its airspace to many Western countries, although most Western airlines had already stopped flying over Russia by that point.

There has been a two-year decline in applications for Russia’s Golden Visa Programme, according to reports from RBC Group, a Russian media organisation headquartered in Moscow. The scheme has reached just 2.5% of its target audience, generating only a fraction of its intended revenue.

Launched in 2023, the programme was designed to stimulate economic growth by attracting wealthy investors from China, India, Africa, and the Middle East. Authorities initially expected 300 to 400 applicants to apply for citizenship via the Golden Visa route, with that figure rising to 600 in its third year. However, only 24 people applied in 2023, dropping to 14 expressions of interest in 2024. So far, in 2025, just one person per month has submitted an application.

Criteria

Successful applicants gain the opportunity to invest in Russia in two ways, through stock and real estate, authorities said at the program’s launch. Criteria range from a minimum investment of at least 15 million rubles (€165,000) in “socially significant regional projects” to a 30-million-ruble (€330,000) investment in an existing Russian company. Alternatively, would-be citizens could start their own business worth at least 4 million rubles (€44,000) in taxes and contributions, or buy real estate worth between 20 million and 50 million rubles depending on its location.

Citizens of 14 countries have made applications, RBC reports. They are listed as Algeria, Azerbaijan, China, Croatia, Germany, Georgia, Israel, Iran, Mongolia, Serbia, South Korea, Türkiye, the United States and Uzbekistan. Between them they have injected 2.66 billion rubles (just over €29 million) into the Russian economy, according to data from the Ministry of Economic Development. That compares to a hoped-for 12 billion to 40 billion rubles per year (€132 million to €440 million).

More advantages and a better geopolitical climate needed

Analysts have put forward various reasons for the disappointing returns of the scheme. Vladimir Eremkin, a senior research fellow at the Russian Presidential Academy of National Economy and Public Administration (IPEI RANEPA) notes that the investment requirements are relatively high and, unlike other schemes in Spain or the United Arab Emirates, do not bring any bonus tax advantages or wider market access. He also pointed out the impact of international sanctions that limit money going in and out of Russia and are making potential investors fearful of asset seizure.

Andrey Stolyarov, a deputy head within the Faculty of Economic Sciences at the National Research University Higher School of Economics, echoed Eremkin’s words and also blamed Russian monetary policy for not encouraging “the growth of entrepreneurial activity.”

Still, these commentators framed the golden visa scheme as a relative success given it is in its early stages. Program numbers could still be boosted, according to Boris Kopeikin, chief economist at the Stolypin Institute for Growth Economics, as the scheme matures – and if negotiations around ending Russia’s war with Ukraine come to fruition.

On 3 February, Putin signed a decree instructing officials to relaunch the Soviet-era “Intervision Song Contest”, a former Eastern Bloc response to Eurovision, after Russia was banned from the European music competition in 2022 following its invasion of Ukraine. The contest would take place in Moscow later this year, with the stated goal of “developing international cultural and humanitarian cooperation.”

The contest, originally held between the 1960s and 1980s under the leadership of Leonid Brezhnev, served as a musical alternative for Soviet-aligned nations during the Cold War. Hosted in Poland and Czechoslovakia, it featured participants from both Eastern Europe and allied nations such as Cuba. Finland, which maintained neutrality during the Cold War, uniquely participated in both Eurovision and Intervision. The contest faded into obscurity in the early 1980s due to political unrest in Poland and the collapse of Soviet influence.

Unlike Eurovision, which celebrates artistic diversity and extravagant performances, Intervision is expected to adopt a more restrained and traditional approach. Participants will have up to four minutes to perform in any language and the winner will receive prize money and a concert tour. Official documents also specify that contestants must “respect cultural, ethical and religious traditions of other peoples of the world.”

Official documents suggest that the contest will emphasize respect for “traditional universal, spiritual and family values”, with strict rules against political themes in lyrics. Russian senator Liliya Gumerova said that Intervision would promote “real music” and reject “fake values that are alien to any normal person”.

The new version of Intervision is expected to reflect Putin’s broader ideological shift towards conservatism and opposition to what Russian officials describe as the “decadent” values of the West. In recent years, Russian politicians and state media have criticised Eurovision for its embrace of LGBTQ+ representation and flamboyant performances. The 2014 victory of Austrian drag artist Conchita Wurst was another point when Putin wanted to revive Intervision, but the plan did not end up materialising at the time.

Presidential envoy Mikhail Shvydkoi has claimed that nearly 20 countries have agreed to participate in the revived contest, including members of the BRICS bloc (Brazil, India, China, and South Africa) as well as other nations Russia considers “friendly”, such as Cuba.

Despite Putin’s push to revive Intervision, some analysts question the viability of the project. Besides the previous failed attempt in 2014, other attempts to establish alternative large-scale cultural and sporting events, such as Russia’s planned “Friendship Games” as a response to Olympic bans, have also failed to gain traction without Western participation.

Polish Prime Minister Donald Tusk has accused Russia of orchestrating a global campaign of air terrorism, targeting airlines through incendiary devices intended to cause mid-air disasters.

Tusk’s statements came during a joint press conference in Warsaw with Ukrainian President Volodymyr Zelenskyy, where he highlighted growing concerns over Russia’s alleged involvement in acts of sabotage. “I can confirm that Russia planned acts of air terror, not just against Poland but against airlines across the globe,” Tusk said, echoing warnings from Western intelligence sources.

The accusations are tied to incidents of incendiary parcels igniting at cargo depots and on planes, with notable cases in Germany, the UK and Poland. In July, fires broke out at a DHL warehouse in Birmingham and on the tarmac at Leipzig Airport. Reports suggest the parcels were mailed from Lithuania and contained magnesium-based incendiary devices, concealed within seemingly harmless items like massagers.

UK POLICE INVESTIGATE WAREHOUSE FIRE LINKED TO RUSSIAN SABOTAGE

UK anti-terrorism police are investigating a July incident at a DHL warehouse near Birmingham where a parcel burst into flames.

The investigation follows similar cases in Germany, suspected of being part of… pic.twitter.com/tEv7RRvFdI
— Mario Nawfal (@MarioNawfal) October 17, 2024

These incidents are believed to have been “dry runs” for potential large-scale attacks. Intelligence reports cited by The New York Times revealed that US officials intercepted conversations within Russia’s GRU military intelligence, suggesting the devices were part of a broader plan targeting flights to North America. In response, the US government reportedly issued stern warnings to Moscow, emphasizing that any such attacks would constitute state-sponsored terrorism.

Tusk’s remarks are part of a broader pattern of accusations against Russia, which has been linked to various forms of hybrid warfare. This includes sabotage of European infrastructure, GPS signal jamming and cyberattacks. In April 2024, Czech Transport Minister Martin Kupka claimed that Russian operatives had attempted thousands of attacks on European railways since the start of the war in Ukraine.

Poland has taken measures to counter these threats, including the closure of one of Russia’s consulates. Western leaders have also tightened cargo security protocols following the parcel attacks, though public statements have been limited to avoid causing panic.

The allegations come amid lingering distrust over Russia’s involvement in previous aviation tragedies, such as the 2014 downing of Malaysia Airlines Flight MH17 over eastern Ukraine, which killed 298 people. Although international investigations implicated Russian-backed separatists, Moscow has consistently denied responsibility.

Most recently, Russia faced accusations of downing an Azerbaijani passenger jet in Kazakhstan, killing 38 people. While President Vladimir Putin apologized for the tragedy, Russia denied culpability.

Visa-free travel for Indian visitors to Moscow could be coming as early as spring 2025, according to officials, in a bid to capitalise on growing numbers of mostly business tourists headed to Russia from India and further Moscow’s position as a corporate and events travel hub.

The Chair of Moscow’s City Tourism Committee, Evgeny Kozlov, said the decision had been taken and an agreement “is now under development” which is expected to mean that “the numbers of travelers from India to the Russian capital will significantly increase.”

No Visa, No Problem: Indians To Travel To Moscow Visa-Free From Spring 2025

“Indians will be able to explore the capital in organised groups under the agreement, which “is now under development,” Moscow City Tourism Committee Chair Evgeny Kozlov said. pic.twitter.com/z3ZUKQ6Snf
— RT_India (@RT_India_news) October 29, 2024

Upward trend in Indian visitors to Moscow

Speaking to the Economic Times, Kozlov noted an upward trend over the last two years in visitors from India to Moscow, making the vast South Asian republic already one of the foremost source countries for incoming guests. “Over the entire year, more than 60,000 travellers from India visited the Russian capital, which also exceeded the figures for 2022 by 26 percent,” he said.

Indian nationals have been able to apply for an e-visa for Russia since 1 August 2023. Usually deliverable within four days, it is a move that has clearly helped to drive up travel.

“In 2023, India entered the list of leaders in terms of the number of travelers coming to Moscow among non-CIS countries,” Kozlov said. “India entered the top five countries in terms of the volume of e-visas issued. In total, Indians were issued 9,500 thousand electronic visas, which is 6 percent of the total number of electronic visas received by foreigners to visit Russia.”

Moscow a hub for MICE?

And data from the first half of 2024 suggest the pattern is continuing. In the first quarter, India placed in the top three non-Commonwealth of Independent States (CIS) countries for the number of business tourists it sends to Moscow. Over the first two quarters of the year, 28,500 Indian visitors went to Moscow, which Kozlov said is on track to beat 2023’s numbers by fifty percent.

Russian officials are pitching Moscow as “an important centre” for MICE (Meetings, Incentives, Conferences and Events), as well as for destination Indian weddings. Plans are in place to ensure the city has 25,700 rooms by 2030.

To fill those, as well as working on the new agreement with India, which commentators agree continues to be a significant target market for Moscow, Russian officials have their eye on new visa arrangements under negotiation with nine different African and Middle Eastern states to drive economic development.
