The tower, designed by architects Rafael de la-Hoz and Hakim Benjelloun, rises 250 metres above the Moroccan capital region and officially opened in April. The mixed-use development includes offices, apartments, retail space and the luxury hotel, which has become one of the project’s flagship tenants.

The opening marks the debut of the Waldorf Astoria brand in Rabat-Salé and reflects growing international investment in Morocco’s tourism and hospitality sector. Guy Hutchinson, President for the Middle East and Africa at Hilton, said Morocco is “one of the world’s most rapidly evolving destinations,” noting the country welcomed more than 18 million tourists in 2025. He added that Rabat is expected to play “a growing role in the national ambition to reach 20 million by 2030.” 

“We are proud to bring the iconic Waldorf Astoria brand to Rabat-Salé, setting a new benchmark for refined luxury in Morocco’s capital. This opening marks an exciting new chapter for the brand as we continue to expand our luxury portfolio across key cities, offering discerning travellers unparalleled access to the heritage, artistry, and ambition that defines this destination,” Hutchinson added. 

The hotel features 55 rooms and suites spread across the upper floors of the tower, with views stretching from the Bouregreg River to the Atlantic Ocean and the Maâmoura forest. Hilton said each room includes a dedicated personal concierge service. Interiors combine contemporary luxury with Moroccan craftsmanship and celestial-inspired design motifs.

According to Hilton, the property houses nearly 7,000 artworks, making it one of North Africa’s largest private art collections. Dining venues include Peacock Alley, the signature Waldorf Astoria lounge concept, as well as Aldabaran, a restaurant created in collaboration with French chef Alain Ducasse. Additional concepts include Brasserie Magnolia and a forthcoming pan-Asian venue called The Sapphire Room. 

The spa and wellness facilities occupy the 31^st and 32^nd floors and include traditional Moroccan hammam treatments, as well as six specialised treatment rooms, a detoxifying Iyashi dome, a heated quartz sand table, an ice room and sauna. Beyond the spa, guests have access to an indoor pool, an ocean-facing infinity pool, a 24-hour gym and a relaxation lounge overlooking the Atlantic coast.

The opening also underscores Morocco’s wider ambitions to position itself as a regional hub for luxury tourism, business and international events. The Mohammed VI Tower, which appears on the country’s 200-dirham banknote, has been promoted by Moroccan officials as a symbol of economic modernisation and architectural ambition.

On 24 July 2025, the North African Kingdom announced a five-year investment programme that will see 38 billion dirhams (€8.8 billion) allocated to the airport project, 25 billion dirhams for airport expansion and 13 billion dirhams given over to land acquisition and maintenance.

With an aim to reach an airport capacity of 80 million passengers by the World Cup, more than doubling the current 38 million figure, the government and the national airport office or ONDA (Office national des aéroports or المكتب الوطني للمطارات) have already put out a call for expressions of interest in the tender to build a new terminal in Casablanca. When that goes ahead the airport will be able to handle 20 million more passengers than now.

It’s no coincidence of course that, by then, thanks to World Cup investment, Casablanca will be home to the world’s largest football stadium, the Grand Stade Hassan II currently under construction. With a tent-like appearance “deeply rooted in Moroccan culture” and “the topography and landscapes of Morocco”, according to the designers Populous and Paris-based architects Oualalou + Choi, once the development is finished it will be able to welcome 115,000 people.

The airport improvement project comes on top of a 96-billion-dirham (now €22-billion) national rail expansion, greenlit by King Mohammed VI and launched in April 2025. It will encompass several separate rail lines, including intercity, urban, and high speed trains. The latter will run from Kenitra on the Atlantic coast to Marrakesh, serving Rabat and Casablanca as they go at speeds of 350 kilometres per hour. It will cut the  Marrakesh to Tangier journey time to just two hours and 40 minutes.

In an economy still very dependent on agriculture and 50% services, it’s all part of wider moves to grow revenues and attract investment, boosting the country’s tourism industry to position Morocco in the top 15 global destinations. It has already gained soaring popularity with British holidaymakers, driven by an improving hospitality sector and increased connectivity up to nearly 20,000 flights this year alone.

In signs that the strategy is working, Morocco hit a record 17.4 million foreign visitors in 2024, a 20% increase year-on-year. By 2030, it anticipates another nearly 50% jump to 26 million arrivals.

The rail expansion plan was officially launched on 24 April 2025. The 96 billion dirham ($10.3 billon) project includes several separate rail lines, including intercity, urban, and high speed trains.

The high speed rail will run from Kenitra on the Atlantic coast to Marrakesh, serving Rabat and Casablanca along the way. The trains will be able to travel at a speed of 350 kilometres per hour, meaning travellers will be able to journey from Marrakesh to Tangier in just two hours and 40 minutes. The travel time between Rabat and Casablanca’s main airport will only take 35 minutes. The route will measure 430 kilometres and should be operational by 2030, when Morocco is set to co-host the World Cup together with Spain and Portugal. The high speed line alone -including the rails, stations, and other infrastructure – is set to cost 53 billion dirhams ($5.7 billion)

Investing in trains

Moroccan state-owned rail operator ONCF announced in February that it had signed deals to purchase 168 trains from France, Spain and South Korea for 29 billion dirhams ($3.1 billion). ONCF plans to double the number of cities served to 43, meaning 87% of the Moroccan population should have access to a rail connection by 2040.

The French Alstom will supply 18 Avelia Horizon double-decker high-speed trains worth € 781 million, which are able to carry 640 passengers, riding at a speed of 320 kilometres per hour.  Moreover, 40 trains for mainline services, 60 fast shuttle trains and 50 trains for the public transport network in the 3 urban areas of Casablanca, Rabat, and Marrakech will be purchased.

The aim of the railway investments is not only to prepare the country for the 2030 World Cup but also to make Morocco better prepared for a sustainable future and to relaunch the country’s railway industry.

According to data from UN Tourism, Africa welcomed 6% more tourists between January and September 2024 than in the same months in 2019. Previously, Egypt was Africa’s most visited destination, with 15.7 million arrivals over the last twelve months, a record in itself.

Thanks to various efforts from Morocco, the country experienced a 20% rise in visitor numbers compared to 2023, and over 33% compared to the pre-pandemic peak of 13 million visitors in 2019. Among them, 51% were foreign tourists, while 49% were Moroccan expatriates. 

“These remarkable figures represent a major step towards our goal of positioning Morocco among the top 15 global tourist destinations,” said Tourism Minister Fatim-Zahra Ammor in a statement. “Morocco as a destination made a strong impact in 2024. With 17.4 million tourists by the end of December, Morocco is ahead of schedule in meeting the ambitious target set out in its roadmap, initially scheduled for 2026.”

To rank among the top 15 global tourist destinations, Morocco must surpass Japan, which hosted 25 million visitors in 2023 according to the UN, while data for 2024 is still pending. 

Regarding tourism revenue, Morocco registered $11 billion in tourism spending, compared to $10,5 billion in 2023. However, Egypt won the race in terms of spending with $14,1 billion in revenue in 2024. 

In 2024, several factors have driven Morocco’s tourism growth. Tourism Minister Fatim-Zahra Ammor announced 120 new airline routes, notably a nonstop flight from Newark to Marrakesh via United Airlines. Additionally, luxury brands like Four Seasons, Royal Mansour, and Nobu launched hotels across the country, complementing newly established locations from these luxury brands.

While predictions for 2025 may be premature, the outlook for tourism in the country appears positive. The Africa Cup of Nations is scheduled to begin at the end of this year, from December 21st to January 18th, 2026. Additionally, in 2030, Morocco will co-host the FIFA World Cup alongside Spain and Portugal, anticipating an influx of around 26 million visitors.

1. A journey through colour and culture

In recent years, Taghazout Bay Development has significantly reshaped the town’s identity, introducing high-end resorts such as the Hyatt Place and a vast golf course, as well as the scenic promenade that stretches from Panoramas Beach to Devil’s Rock. For those who crave a touch of luxury, the range of high-end hotels and exclusive experiences adds comfort without taking anything away from the relaxed, bohemian feel of the city.

Despite its growing popularity and rapid development, Taghazout has managed to retain its authenticity. Fresh fish stalls line the beach, mint tea vendors serve their “Moroccan whisky” with a smile, and camels still lounge lazily in the sand, embodying the town’s timeless charm.

The sunsets in Taghazout are legendary, and the best spot to catch them is the skate park on the hill. Here, locals and visitors gather as DJs spin tunes, skaters show off their tricks, and the sun dips below the horizon, painting the sky in fiery hues. It’s a vibrant rendezvous of Taghazout’s youthful, creative energy.

For a quick snack, street stalls sell everything from doughnuts stuffed with sweet fillings to budget-friendly meals for around 30 dirhams. Alcohol isn’t widely available, though served in some restaurants and in the local bar, but the ubiquitous mint tea, humorously dubbed by locals “Moroccan whisky,” more than makes up for it.

5. Beyond the beaches

When the waves aren’t calling, or if the rare rainy day strikes, Taghazout offers other treasures. A 45-minute drive away is Paradise Valley, a serene oasis of palm trees, natural pools, and rocky cliffs perfect for hiking, swimming, and even cliff jumping. For adventure enthusiasts, Agaras Quad offers thrilling quad biking excursions through the rugged terrain surrounding Taghazout, providing a unique way to explore the area’s natural beauty.

Another must-visit is the Musée de l’Arganier, where visitors can learn about the traditional production of argan oil, a local specialty. The museum offers an interactive experience showcasing the history, cultural significance, and uses of this precious oil, often referred to as Morocco’s “liquid gold.”

The new location comprises 55 luxury villas and suites, which have been designed in a contemporary-yet-rooted-in-Moroccan-traditions style. From the outside, the buildings’ simple and sleek look blends in perfectly with the surroundings. On the inside, guests will be able to find local weavings, zellige tiles, marble mosaics and a lush amount of plants reflecting the vegetation surrounding the site. 

With a minimum surface of 80 square metres, the villas and suites are all on the larger side. The Privilege Seafront Villas, however, are the biggest and the most exclusive offerings of the hotel, boasting a private pool and butler service. 

Aside from the splendid location on the Mediterranean coast, about 1.5 hours from Tangier, the Royal Mansour Tamuda Bay hotel clearly focuses on gastronomy. Three Michelin-recognised chefs cater to three different tastes with three separate restaurants on-site. Spanish chef Quique Dacosta offers seafood-heavy cuisine at Le Méditerranée, while Éric Frechon blends French and Japanese influences at La Table and brothers Massimiliano and Raffaele Alajmo cook in true Italian style at Coccinella.

While luxurious and gastronomy-oriented hotels might not always cater to families, the Royal Mansour Tamuda Bay hotel welcomes guests of all ages. A special beach club is available on-site for children between the ages of four and twelve, while younger guests are entertained during calligraphy, cooking and music classes which are all based on Arabic traditions. A kids-on dining room includes kids-sized furniture and a special menu for the youngest guests.

The stadium, which will be able to host no less than 115,000 people once finished, is the result of a collaboration between global sports design experts Populous and the Paris-based architecture studio Oualalou + Choi. The mega structure boasts a modern design and is reminiscent of a tent, inspired by raditional Moroccan social get-togethers known as “moussem”.

“The Grand Stade Hassan II is deeply rooted in Moroccan culture, with its traditions and contemporary expressions”, explained Tarik Oualalou, Design Principal and founding partner at Oualalou + Choi and Lead Architect for the project. “It is rooted in ancient and primordial figures: the Moussem, the tent, and the garden, as well as the topography and landscapes of Morocco. It’s a generous space, open to the world and respectful to the Nature it protects. The Grand Stade Hassan II de Casablanca is the embodiment of the great tradition of Moroccan hospitality.”

Three compact tiers at both ends of the stadium bowl provide space for 29,500 general admission spectators each and another 12,000 VVIP, VIP, Hospitality and Box seats are planned, in addition to the Royal box.

The entire stadium will be covered by a tent-like structure composed of aluminium lattice, while a ring of 32 stairways leads to the surrounding lush gardens integrated in the project. In their turn, those gardens lead to the forested landscape outside of the stadium, leaving an important role for nature within the design of the Grand Stade Hassan II.

“The Grand Stade Hassan II will provide extraordinary spaces that create exceptional experiences for every fan and every visitor”, said François Clément, Senior Principal, President of Populous France and Lead Architect for the project. “It is a cornerstone of King Mohammed VI’s vision to develop Morocco’s football infrastructure that will elevate Morocco to the highest global platform of sporting infrastructure development.”

Once the stadium has been finished, it will be fully compliant for FIFA competitions. As Morocco has been named as a joint host for the FIFA World Cup 2030, alongside Portugal and Spain, the goal of the new project is to be able to host the final match of that competition at the Grand Stade Hassan II. Two local football clubs will also be able to use the stadium as their home.

The beloved public baths have been a tradition in Morocco for hundreds of years. But amid the effects of a six-year drought, the Interior Minister has shut down hammams in Beni Mallal, Casablanca, Tangier and elsewhere, for at least three days per week.

The move to save water comes as damns in the country reach extreme lows. The important Al Massira Dam stands at just 5% of its normal capacity and the population is undergoing “water stress that it has not seen in 30 years,” according to environmentalist Mustapha Laissate, from Rabat.

To make matters worse, January was the hottest in the region since measurements began in 1940. But by closing down hammams, the Moroccan government’s response is not helpful, according to some of the estimated 200,000 people who work in the country’s hammam sector.

It is difficult to close hammam heating systems for part of the week, due to the costs of letting them cool and having to fire them back up again. For this reason, most hammams keep their fires burning, even when they are closed to the public, for example at night. Now they face the choice of whether to keep the systems going during the three-day closures.

Fatima Fedouachi, president of the hammam owners’ association in Casablanca, has suggested it would be better to enforce different daily opening hours. “We suggest that hammams should not be closed three days a week, but rather that they be closed daily in the morning and open from midday to 9:00 pm. That is in order to ensure the continuity of the heating room to keep it hot,” she said.

In addition to fears for jobs in the sector, there is anger at the decision not to include upmarket spa facilities at hotels in the closure order, with public sentiment reflecting accusations that the government is playing class favourites.

Fatima Zahra Bata, a member of Morocco’s House of Representatives, has demanded answers from the Interior Ministry over how the hammam decree would “”increase the fragility and suffering of this class, whose monthly income does not exceed 2,000 or 3,000 dirhams at best.”

As one Rabat carpenter speaking to The Independent put it: “I use only two buckets of water for me and my children,” he said. “I did not like this decision at all. It would be better if they would empty their pools,” he said of local officials.

The campaign is an invite “to rediscover the continent’s strengths that contribute to make it shine: passion, global openness, hospitality, creativity, and innovation [and to] embark on a world of opportunities, creativity, and conviviality; a world where humanity is at the heart of development, and where Royal Air Maroc contributes to the continent’s growth and supports its talents.”

The marketing strategy will focus on television and digital platforms, as well as urban advertising channels such as digital screens, public transportation, train stations, shopping malls and billboards.

Royal Air Maroc aims to becme a “global connector” by 2037, linking serving 143 destinations and 200 million passengers across five continents.
