During a press conference led by the Chairman of the Tourism Committee of the Republic of Uzbekistan, Abdulaziz Akkulov, authorities presented a roadmap extending to 2030, with clear targets to scale the sector’s economic impact and international reach.

2030 targets: 20 million visitors and 7% GDP contribution

As outlined during the press conference, the reforms are grounded in Presidential Resolution No. RP-348, adopted on 19 November 2025, which established the Tourism Committee and set the country’s tourism development objectives through 2030.

The resolution defines three core targets: increasing tourism’s share of GDP to 7%, attracting 20 million foreign visitors annually, and expanding tourism service exports to over USD 6 billion.

As reported earlier this year by Travel Tomorrow, these objectives build on the country’s ambition to reach 12 million international arrivals by 2026 as part of its broader growth trajectory.

Infrastructure and project driven development

Central to the new reforms is the introduction of a structured project management approach across the tourism sector, organised around a development chain linking location, infrastructure, entrepreneurship, promotion and visitor experience.

Authorities confirmed that master plans will be developed for 34 major tourism sites, alongside the creation of 31 new facilities. A flagship example includes the Kipchak Fishing Village project in Karakalpakstan, designed to diversify the country’s tourism offer beyond its traditional Silk Road destinations.

To support implementation, two specialised institutions are being established under the Tourism Committee, focusing on infrastructure development and tourism product innovation respectively.

Significant funding is already being mobilised. Around 950 billion soums will be allocated this year to upgrade roads, utilities, sanitation facilities and public spaces, as well as to improve access to emerging destinations. At the same time, accommodation capacity is expected to expand to 8,250 properties, with a total of 95,000 rooms.

Diversification and evolving travel trends

The reforms also reflect changing global travel behaviour. Officials highlighted growing demand for experiences centred on gastronomy, culture and nature, as well as the increasing role of digital tools and artificial intelligence in travel planning.

Uzbekistan is therefore prioritising the development of niche segments including ecological, ethnographic, pilgrimage, medical, sports and MICE tourism. This approach aligns with the country’s broader effort to move beyond its historic hubs such as Samarkand, Bukhara and Khiva, and promote lesser known regions.

Strengthening international visibility

International cooperation is another key pillar of the strategy. Uzbekistan is expanding partnerships with major global platforms such as Expedia Group, Amadeus and Trip.com to boost its visibility and distribution across global markets.

These partnerships are expected to enhance destination marketing, improve booking accessibility and support data driven promotion strategies.

In parallel, the country continues to host familiarisation trips for foreign tour operators and international media, targeting key source markets including the United Kingdom, the United States and Australia.

What about 2026?

Recent figures indicate that the reforms are already translating into growth. Uzbekistan welcomed 4 million foreign visitors in the first four months of 2026, marking a 30% increase compared to the same period last year. Tourism exports reached USD 1.6 billion over the same timeframe.

Domestic tourism remains a strong contributor to the sector’s resilience, with millions of internal trips recorded under national travel programmes.

With sustained investment, institutional reforms and a clear focus on diversification and digitalisation, Uzbekistan is consolidating its position as a competitive destination in the global tourism landscape.

“Uzbekistan is a growing market that is taking a leading position in Central Asia for passenger and cargo traffic. The IATA office and BSP in Uzbekistan will provide strategic support to grow air travel through boosting aviation safety and operational efficiency,” he said.

According to IATA, the new office will allow experts to work more closely with airlines, airports, and authorities in implementing international standards in safety and operations.

New BSP to support airline sales and connectivity

The planned BSP launch is expected to improve the financial infrastructure supporting airline ticket sales in Uzbekistan.

IATA’s BSP is a global system used to simplify transactions between accredited travel agents and airlines, managing ticket sales and settlements across hundreds of carriers and thousands of agencies worldwide.

Schvartzman said the system would enable airlines to process transactions more efficiently while improving access to international distribution channels.

“This provides greater opportunity to grow international connectivity,” he noted.

Uzbekistan eyes aviation growth

Uzbekistan has accelerated reforms in tourism and transport in recent years, investing heavily in infrastructure and promoting itself as a modern Silk Road destination.

Earlier this year, authorities announced a target of welcoming 12 million foreign visitors in 2026, as reported by Travel Tomorrow. The country is also aiming for 20 million annual international tourists by 2030.

IATA forecasts revenue passenger kilometre growth in Uzbekistan of 3.3% between 2024 and 2050, slightly above the projected global average of 3.1%.

To unlock that potential, IATA highlighted three priorities: alignment with global standards, infrastructure development, and the clean energy transition.

A key recommendation is the adoption of the IATA Operational Safety Audit (IOSA), which the association says would strengthen confidence in Uzbek airlines.

Airport expansion under way

Major airport projects are currently under development in Tashkent, Bukhara, and Urgench, aimed at increasing capacity for rising passenger demand and cargo volumes.

IATA said it is important these projects remain cost-effective and are developed in consultation with airlines to avoid excessive charges.

The country’s cargo ambitions are also growing. In 2023, 66,600 tonnes of air freight were transported through Uzbek airports. Expansion at Tashkent Airport, including a dedicated cargo terminal, alongside continued development of Navoi Airport as a cargo hub, is expected to drive further growth.

Economic impact of aviation

IATA estimates aviation currently contributes USD 795.5 million to Uzbekistan’s GDP, equivalent to 0.9% of the national economy, while supporting around 128,000 jobs.

Of that total, 12,400 people are directly employed in aviation, generating USD 96.5 million in direct economic output.

Tourism supported by aviation contributes USD 282.9 million to GDP, while international visitors arriving in Uzbekistan are estimated to spend around USD 2 billion annually across the wider economy.

Sustainable fuel opportunity

IATA also pointed to opportunities for Uzbekistan to develop Sustainable Aviation Fuel production, building on the country’s gas-to-liquids expertise and energy resources.

The new service, named “Jaloliddin Manguberdi”, will reduce travel time between the Uzbek capital and one of its most iconic Silk Road destinations from around 14 hours to approximately seven and a half, offering a faster and more comfortable alternative for both domestic and international travellers.

Operated using high-speed trains manufactured by Hyundai Rotem, the service is part of a broader national strategy to upgrade rail connectivity across the country. The trains can reach speeds of up to 260 kilometres per hour and are specifically designed to operate in Uzbekistan’s desert climate conditions.

Each trainset consists of seven carriages with a total capacity of around 390 passengers, offering three travel classes: VIP, business, and economy. The introduction of these modern trains follows a contract signed between Uzbekistan Railways and Hyundai Rotem during a state visit by the South Korean president, under a wider programme aimed at reforming the country’s railway system.

President Shavkat Mirziyoyev personally tested the new train in March, travelling alongside members of the public to demonstrate its capabilities ahead of the official launch.

The first rumours about Uzbekistan introducing a 30-day visa-free stay for all US citizens circulated at the start of 2025. While Uzbekistan’s president Mirziyoyev issued a first decree on 15 May 2025, no timeline was set for the new regulation to go into effect. A second decree followed on 3 November 2025, which has resulted in the new policy starting from 1 January 2026.

“The new policy represents an important step toward deepening mutual understanding and expanding business, academic, and cultural exchanges between the two countries. The visa-free regime will enable U.S. citizens to travel more freely throughout Uzbekistan, discover its rich historical heritage, and explore its investment and tourism opportunities”, Uzbekistan’s government stated in a press release.

Previously, children under 16 traveling for tourism purposes were able to enter Uzbekistan without a visa if they were accompanied by a legal guardian, with the maximum stay capped at 90 days. Moreover, travellers aged 55 and over were able to visit Uzbekistan for leisure purposes for up to 30 days without a visa.

New regulations, no exceptions

That policy has been scrapped. As of 1 January 2026, all US citizens qualify for a visa-free stay for up to 30 days, with no age restrictions. This entails that no visa, e-visa, or invitation letter is required to enter the country, henceforward.

The move is part of Uzbekistan’s goal to reach 15 million visitors by 2030. Research, including a 2024 study by scientists from Mallorca’s University of the Balearic Islands, has shown that tourism is negatively impacted by visa requirements. With that in mind, Uzbekistan already introduced visa-free entry for six Middle Eastern countries in October 2025: Bahrain, Qatar, Kuwait, Oman, Saudi Arabia, and Jordan.

The fair is organised by the Tourism Committee of the Republic of Uzbekistan, the National PR Centre, and Interforum. This year, the Tashkent International Tourism Fair is being hosted at the CAEx International Exhibition Center Central Asian Expo Uzbekistan.

The TITF is a major information event that promotes tourism products and facilitates the creation of new business contacts. Over the past three decades, it has established itself as one of the most significant events in the tourism sector and remains the largest event of its kind in Central Asia. It is held annually with the official support of UN Tourism.

The opening ceremony of TITF 2025 was attended by the Chairman of the Tourism Committee of the Republic of Uzbekistan, Umid Shadiyev, the Deputy Minister of Economic Development of the Russian Federation, Dmitry Vakhrukov, the Chairman of the Committee of Tourism Industry of the Republic of Kazakhstan, Nurtas Karipbaev, the Chairman of the Tourism Development Committee under the Government of the Republic of Tajikistan, Jamshed Juma Khonzoda, and the newly elected Secretary General of UN Tourism, Shaikha Nasser Al Nowais, who joined by video message. Representatives of both local and international organisations, participants of the fair, and members of the media were also present.

On the first day of the fair, two sessions took place with leading international and national experts on the themes “Cultural heritage and tourism traditions for the future” and “Innovative routes and new travel experiences”. Several private projects were also presented.

As part of the fair, a large tourism exhibition will feature representatives from more than 300 companies worldwide. The programme also includes an international culinary championship with renowned chefs, where more than 200 culinary experts from over 30 countries will compete. A Media Campus will serve as an interactive platform for journalists, bloggers, and tourism promotion specialists.

Thematic forums and sessions will explore aviation, education, environmental issues, and pilgrimage, with participation from leading international and domestic tourism experts. The fair will also host B2B meetings between private companies from different countries, round table discussions, and exhibitions showcasing tourism services and handicrafts.

TITF 2025 is expected to welcome up to 15,000 visitors, including locals and guests from CIS countries, Asia, and Europe. Visitors and participants will have a unique opportunity to discover new travel destinations, immerse themselves in the culture and traditions of foreign countries, and explore the tourism potential of all regions of Uzbekistan.

At the same time, the reforms carried out in the tourism sector in Uzbekistan in recent years have helped attract major companies and representative offices to the country, increased both incoming and outgoing passenger flows, and strengthened demand for all types of tourism services.

Over three decades, the Tashkent International Tourism Fair, known by its acronym TITF, has become a central meeting point for the global travel industry. Its influence now extends far beyond Central Asia and serves as a key platform for cooperation, knowledge sharing and tourism promotion.

The 2024 edition demonstrated the fair’s rising profile. More than 1,500 participants attended from both local and international organisations, while the Hosted Buyers programme welcomed seven foreign and more than thirty local tour operators. Visitor numbers surpassed 13,500, drawn from thirty countries across several continents. Last year’s fair also resulted in more than eight thousand signed agreements and more than twenty thousand negotiations between travel industry representatives. These figures underline the standing of TITF as a major platform for business exchange and sector innovation.

The 2025 fair is expected to bring together an even broader range of travel professionals. Delegates will include representatives from tourism boards, tour operators, transport companies, hotel groups, educational institutions and diplomatic circles. MICE tourism, which Uzbekistan is actively developing as part of its wider tourism strategy, will be strongly represented.

A large-scale tourism exhibition will showcase the products and services of more than three hundred companies from around the world. Up to fifteen thousand visitors are expected to attend TITF 2025, including Uzbek residents and guests from the Commonwealth of Independent States, Asia and Europe. Uzbekistan’s broader tourism ambitions

The organisation of major international events such as TITF forms part of a much larger national strategy for sustainable tourism development. Uzbekistan is working to diversify its tourism offerings in order to avoid overtourism and preserve its cultural and natural heritage. The country is placing particular emphasis on adventure tourism, agriculture tourism and the expansion of the MICE sector, which combines business experiences with leisure opportunities.

The Ministry of Transportation is collaborating with tourism authorities to increase domestic flights and train routes, making it easier for visitors to travel freely across the country. Ensuring that infrastructure keeps pace with rising international arrivals has become a national priority.

Uzbekistan is expanding hotel capacity and encouraging investment through financial incentives. Owners of four and five-star hotels receive up to six thousand dollars for every room they build, provided they comply with sustainability regulations and pass inspection.

To address language barriers, tourism professionals now benefit from short training programmes and from a new tourism academy established in partnership with UN Tourism. These courses equip the industry with essential skills while strengthening service quality nationwide.

Looking ahead to 2030, Uzbekistan aims to welcome fifteen million tourists annually while preserving UNESCO sites and natural landscapes. Interest in apple and grape harvesting is drawing tourists toward lesser-visited regions. Uzbekistan is no stranger to hosting high-profile events. In 2023, it hosted the General Assembly of the UNWTO, the UN Tourism’s global summit, where all member states meet every two years to set global tourism priorities and policies. This experience has paved the way for Samarkand to secure the UNESCO event, reinforcing its status as an international tourism hub.

The path to hosting UNESCO’s General Conference

In a exclusive interview with Travel Tomorrow, Umid Shadiev, Chairman of the Tourism Committee of the Republic of Uzbekistan, described the process. “It was a hard campaign,” he said. “The members didn’t know where they would go. It took a year and a half to answer all the questions about how this event is going to take place.”

For Shadiev, this is also a personal achievement that will boost Uzbekistan’s tourism economy. Known for the largest concentration of UNESCO sites in the region, Uzbekistan is set to welcome more than 5,000 guests in November 2025.

UNESCO’s teams inspected Samarkand’s facilities to ensure high-end facilities and sites. “These were technical moments during which we had to work together to succeed, and I think it was quite effective,” he noted.

Crafting a sustainable tourism model

Hosting global events and promoting tourism has many benefits. At the same time, it also raises serious concerns about overtourism and sustainability. To counter this issue, the country is diversifying its tourism offerings. “We’re developing adventure and agriculture tourism, as well as MICE tourism,” Shadiev explained. MICE tourism stands for Meetings, Incentives, Conferences, and Exhibitions, combining business and leisure opportunities.

To streamline the UNESCO conference, Uzbekistan partnered with UNESCO to create a booking platform for a smooth user experience. “Through a special code from UNESCO, the guest can show they are part of the delegation during the booking process,” further elaborated Shadiev.

Other actions undertaken include enhancing the transport connections within the country. “We’re working closely with the Ministry of Transportation to create additional flights and train routes to allow guests to travel freely,” underscored Shadiev.

Building infrastructure for global visitors

Uzbekistan is preparing for an influx of international tourists. To address this, the country is working on ensuring foreign bank card acceptance and having enough hotel capacity to welcome all tourists. There is a “special strategy for each destination” where people come from. This, according to Shadiev, is achieved by analyzing tourists’ movements and needs, further supporting foreign and local connections and infrastructure.

In the hospitality sector, the government is “encouraging entrepreneurs to invest in hotels,” said Shadiev. “For every room a four- or five-star hotel owner builds, they are reimbursed $6,000.” Compliance with sustainability regulations is mandatory, and projects are inspected before a portion of the investment is reimbursed.

Language barriers are also addressed. Tourism professionals can attend short programs at special institutions where they can learn languages and practical skills for the hospitality sector. “This year, we launched a new academy in partnership with UN Tourism. It offers short courses, providing certificates to tourism stakeholders and helps train professionals across the industry,” noted Shadiev.

A vision for 2030 and sustainable growth

Uzbekistan’s tourism enthusiasm does not end with hosting UNESCO’s General Conference. By 2030, the country plans to welcome 15 million tourists annually while preserving its UNESCO sites and natural beauty.

To manage visitor distribution, Uzbekistan is developing new ski resorts and agricultural experiences. Tourists are “interested in harvesting apples and grapes,” so providing this opportunity is something that will draw them to less crowded regions.

But besides agricultural tourism, Shadiev shared that Uzbekistan is also working on creating good trade centers and malls where they “can showcase national artisan products.”

While being only five years away from achieving this goal, Shadiev shared the long-term vision, which highlights luxury tourism and greater UNESCO visibility.

As Samarkand prepares to host UNESCO’s 43^rd General Conference in 2026, Uzbekistan is becoming an increasingly popular tourism destination.
