Uzbekistan has unveiled an ambitious tourism roadmap to 2030, setting out a long-term strategy aimed at positioning the country as a major global destination. The plan targets 20 million international visitors annually by the end of the decade, alongside a rise in tourism’s contribution to GDP from 3.5% to 7%. Authorities aim to generate more than USD 6 billion in annual tourism exports, while significantly expanding accommodation capacity, including a doubling of four- and five-star hotels and a total hotel stock reaching around 95,000 rooms. Improving internal mobility is also a key priority, with faster transport links planned between major cities to support both international arrivals and domestic travel flows.

The strategy is already being supported by large-scale investments and infrastructure development. Uzbekistan is currently implementing 34 tourism master plans and constructing 31 new travel facilities, backed by approximately 950 billion soums allocated this year for sector development. Upgrades to roads and public infrastructure are underway, alongside broader expansion of hospitality services. Early indicators suggest strong momentum, with about 4 million foreign visitors recorded in the first four months of 2026 — up 30% compared to the same period last year— while tourism exports have already reached approximately USD 1.6 billion.

Alongside infrastructure growth, Uzbekistan is broadening its tourism offering across multiple segments, including ecotourism, gastronomy, ethnographic and pilgrimage tourism, as well as medical, sports and MICE travel. The diversification strategy is designed to reduce seasonality and attract a wider range of international visitors throughout the year, reinforcing the country’s positioning as a fast-growing destination at the crossroads of the historic Silk Road.

Ambassador Gayrat Fazilov stressed that Uzbekistan is now recognised as a safe and welcoming destination and is actively simplifying travel procedures while expanding visa-free access for many countries, including European states.

“Located at the crossroads of the ancient Great Silk Road, Uzbekistan has for centuries served as a bridge between civilizations, cultures and trade routes. Today, this historical legacy is being transformed into a modern and highly attractive tourism destination,” Fazilov underlined. 

Fazilov also outlined Uzbekistan’s long-term ambitions, including reaching 20 million annual international visitors by 2030, alongside major investments in infrastructure, hotels, and transport connectivity. He emphasised that cooperation with European partners, including the Benelux region, is expected to play an increasingly important role in tourism development, investment, and cultural exchange.

The event featured remarks from Ms Amina Kokten, representing Turkish Airlines, who highlighted the carrier’s long-standing presence in Belgium and its extensive global network. She noted that Turkish Airlines operates multiple daily flights between Brussels and Istanbul, with increased frequency during the summer season, offering onward connections to a wide international network. She also pointed to the airline’s fleet of more than 500 aircraft and annual passenger volume exceeding 90 million, underscoring its capacity to support strong connectivity to Central Asia, including Uzbekistan.

Turkish Airlines reaffirms its position as a key global connector between Europe and Central Asia, operating since 1933 as a Star Alliance member. The airline’s network spans more than 350 airports across 120 countries, and it holds a Guinness World Record for flying to the most countries based on verified annual route operations.

Turkish Airlines also continues to invest in its passenger experience, including the rollout of its Crystal Business Class with full-flat seats, enhanced entertainment, free Wi-Fi, live television, and upgraded onboard dining concepts such as “flying chef” service. The carrier has also been recognised internationally, winning “Best Airline in Europe” for the tenth time at the 2025 Skytrax World Airline Awards.

Its Istanbul hub at Grand Airport remains a central transit point, offering more than 500 check-in points, premium lounges, and additional services, including pet-friendly facilities. The airline’s “Tour Istanbul” programme allows eligible passengers with layovers from 6 to 24 hours to take free guided city tours, with hotel accommodation options available for extended transit times. 

Connectivity to Uzbekistan remains strong, with frequent services to Tashkent, Samarkand, Bukhara and Urgench, further supported by domestic rail links within the country.

Speaking at the gathering, António Buscardini, Tourism Ambassador of Uzbekistan to the Benelux, described the country as undergoing “one of the most dynamic tourism transformations in the world,” evolving from a mainly Silk Road-focused destination into a modern international tourism player. “What always strikes me is the extraordinary hospitality of the Uzbek people. There is a warmth and generosity that travellers immediately feel,” he added.

Participants at the event converged on a shared message: Uzbekistan is entering a new phase of international tourism growth, with the Benelux region positioned as an important focus in its efforts to attract more European travellers.

Against this backdrop, the Tashkent International Tourism Fair “Tourism on the Silk Road,” set to take place this autumn, will serve as a major regional platform for networking, cooperation and exploring new tourism routes across Uzbekistan and Central Asia, further strengthening the country’s position as a growing tourism hub in the region.

As Uzbekistan evolves while preserving its traditions, its tourism offer is becoming a mix of heritage and modern experiences. Its growing visibility in Europe and stronger links with major international hubs show its ambition to become a leading global destination.

The “Ohang” initiative makes these haunting mountain calls and rhythms available to contemporary creatives who are increasingly seeking out inspiration from the Uzbek cannon but come up against barriers or labour under misperceptions about the origins of the folk music they hear.

“Non-specialists often confuse local motifs with Arabic, Azerbaijani, or Turkmen music,” said Uktam Khakimov, an Uzbek singer, musician, composer, and international performer who is an intangible cultural heritage specialist. “When searching on music stock platforms using queries like ‘Uzbek music,’ relevant results are often missing, or platforms suggest unrelated tracks.”

To address this, the new Ohang catalogue offers a free digital archive of Uzbekistan’s traditional music, embracing base melodies, rare instrument recordings, and samples in a one-stop, open resource.

“Our goal is to bring together the key traditional Uzbek melodies and make them accessible,” said a spokesperson for Uzbektelecom. “We want to share the musical culture of Uzbekistan and promote it among the younger generation.”

Musicians who still perform traditional pieces and artisan instrument makers have been brought together in a professional studio to deploy 24 traditional instruments and create a bank of over 200 recordings. These include the “gajir nay,” a “rare and distinctive” wind instrument made from the wing bone of a scavenger bird,” Khakimov explained.

As well as providing grist for the modern musical mill, Ohang aims to faithfully preserve the sound of traditional instruments, despite taking them out of their natural habitat. “For us, it was important that professional recording did not change the authentic sound,” Khakimov said. “We worked with sound engineers who understand how these instruments sound in real life.”

The project has also managed to capture for perhaps the first time material that has not been performed for around half a century and that might otherwise have passed out of human memory, such as “ancient surnay melodies,” Khakimov said, highlighting that “as far as we know, such recordings do not exist elsewhere.” He went on: “These recordings are important not only for creators, but also for future research.”

Future additions and interpellations are invited. The researchers hope that users of the platform will download and re-use tracks in video, film, music, or even promotional content—and perhaps undertake their own field expeditions to track down rare ancient grooves.

Material from initial field recordings will be launched officially on the platform in June 2026, but, as project coordinator Maftuna Abdugafurova says: “This is only the beginning.”

During a press conference led by the Chairman of the Tourism Committee of the Republic of Uzbekistan, Abdulaziz Akkulov, authorities presented a roadmap extending to 2030, with clear targets to scale the sector’s economic impact and international reach.

2030 targets: 20 million visitors and 7% GDP contribution

As outlined during the press conference, the reforms are grounded in Presidential Resolution No. RP-348, adopted on 19 November 2025, which established the Tourism Committee and set the country’s tourism development objectives through 2030.

The resolution defines three core targets: increasing tourism’s share of GDP to 7%, attracting 20 million foreign visitors annually, and expanding tourism service exports to over USD 6 billion.

As reported earlier this year by Travel Tomorrow, these objectives build on the country’s ambition to reach 12 million international arrivals by 2026 as part of its broader growth trajectory.

Infrastructure and project driven development

Central to the new reforms is the introduction of a structured project management approach across the tourism sector, organised around a development chain linking location, infrastructure, entrepreneurship, promotion and visitor experience.

Authorities confirmed that master plans will be developed for 34 major tourism sites, alongside the creation of 31 new facilities. A flagship example includes the Kipchak Fishing Village project in Karakalpakstan, designed to diversify the country’s tourism offer beyond its traditional Silk Road destinations.

To support implementation, two specialised institutions are being established under the Tourism Committee, focusing on infrastructure development and tourism product innovation respectively.

Significant funding is already being mobilised. Around 950 billion soums will be allocated this year to upgrade roads, utilities, sanitation facilities and public spaces, as well as to improve access to emerging destinations. At the same time, accommodation capacity is expected to expand to 8,250 properties, with a total of 95,000 rooms.

Diversification and evolving travel trends

The reforms also reflect changing global travel behaviour. Officials highlighted growing demand for experiences centred on gastronomy, culture and nature, as well as the increasing role of digital tools and artificial intelligence in travel planning.

Uzbekistan is therefore prioritising the development of niche segments including ecological, ethnographic, pilgrimage, medical, sports and MICE tourism. This approach aligns with the country’s broader effort to move beyond its historic hubs such as Samarkand, Bukhara and Khiva, and promote lesser known regions.

Strengthening international visibility

International cooperation is another key pillar of the strategy. Uzbekistan is expanding partnerships with major global platforms such as Expedia Group, Amadeus and Trip.com to boost its visibility and distribution across global markets.

These partnerships are expected to enhance destination marketing, improve booking accessibility and support data driven promotion strategies.

In parallel, the country continues to host familiarisation trips for foreign tour operators and international media, targeting key source markets including the United Kingdom, the United States and Australia.

What about 2026?

Recent figures indicate that the reforms are already translating into growth. Uzbekistan welcomed 4 million foreign visitors in the first four months of 2026, marking a 30% increase compared to the same period last year. Tourism exports reached USD 1.6 billion over the same timeframe.

Domestic tourism remains a strong contributor to the sector’s resilience, with millions of internal trips recorded under national travel programmes.

With sustained investment, institutional reforms and a clear focus on diversification and digitalisation, Uzbekistan is consolidating its position as a competitive destination in the global tourism landscape.

“Uzbekistan is a growing market that is taking a leading position in Central Asia for passenger and cargo traffic. The IATA office and BSP in Uzbekistan will provide strategic support to grow air travel through boosting aviation safety and operational efficiency,” he said.

According to IATA, the new office will allow experts to work more closely with airlines, airports, and authorities in implementing international standards in safety and operations.

New BSP to support airline sales and connectivity

The planned BSP launch is expected to improve the financial infrastructure supporting airline ticket sales in Uzbekistan.

IATA’s BSP is a global system used to simplify transactions between accredited travel agents and airlines, managing ticket sales and settlements across hundreds of carriers and thousands of agencies worldwide.

Schvartzman said the system would enable airlines to process transactions more efficiently while improving access to international distribution channels.

“This provides greater opportunity to grow international connectivity,” he noted.

Uzbekistan eyes aviation growth

Uzbekistan has accelerated reforms in tourism and transport in recent years, investing heavily in infrastructure and promoting itself as a modern Silk Road destination.

Earlier this year, authorities announced a target of welcoming 12 million foreign visitors in 2026, as reported by Travel Tomorrow. The country is also aiming for 20 million annual international tourists by 2030.

IATA forecasts revenue passenger kilometre growth in Uzbekistan of 3.3% between 2024 and 2050, slightly above the projected global average of 3.1%.

To unlock that potential, IATA highlighted three priorities: alignment with global standards, infrastructure development, and the clean energy transition.

A key recommendation is the adoption of the IATA Operational Safety Audit (IOSA), which the association says would strengthen confidence in Uzbek airlines.

Airport expansion under way

Major airport projects are currently under development in Tashkent, Bukhara, and Urgench, aimed at increasing capacity for rising passenger demand and cargo volumes.

IATA said it is important these projects remain cost-effective and are developed in consultation with airlines to avoid excessive charges.

The country’s cargo ambitions are also growing. In 2023, 66,600 tonnes of air freight were transported through Uzbek airports. Expansion at Tashkent Airport, including a dedicated cargo terminal, alongside continued development of Navoi Airport as a cargo hub, is expected to drive further growth.

Economic impact of aviation

IATA estimates aviation currently contributes USD 795.5 million to Uzbekistan’s GDP, equivalent to 0.9% of the national economy, while supporting around 128,000 jobs.

Of that total, 12,400 people are directly employed in aviation, generating USD 96.5 million in direct economic output.

Tourism supported by aviation contributes USD 282.9 million to GDP, while international visitors arriving in Uzbekistan are estimated to spend around USD 2 billion annually across the wider economy.

Sustainable fuel opportunity

IATA also pointed to opportunities for Uzbekistan to develop Sustainable Aviation Fuel production, building on the country’s gas-to-liquids expertise and energy resources.

If aligned with international sustainability standards, such production could support aviation decarbonisation while creating future export opportunities.

With a permanent IATA office now planned in Tashkent, Uzbekistan’s ambitions to become one of Central Asia’s leading aviation and tourism gateways appear to be gaining further momentum.

The new service, named “Jaloliddin Manguberdi”, will reduce travel time between the Uzbek capital and one of its most iconic Silk Road destinations from around 14 hours to approximately seven and a half, offering a faster and more comfortable alternative for both domestic and international travellers.

Operated using high-speed trains manufactured by Hyundai Rotem, the service is part of a broader national strategy to upgrade rail connectivity across the country. The trains can reach speeds of up to 260 kilometres per hour and are specifically designed to operate in Uzbekistan’s desert climate conditions.

Each trainset consists of seven carriages with a total capacity of around 390 passengers, offering three travel classes: VIP, business, and economy. The introduction of these modern trains follows a contract signed between Uzbekistan Railways and Hyundai Rotem during a state visit by the South Korean president, under a wider programme aimed at reforming the country’s railway system.

President Shavkat Mirziyoyev personally tested the new train in March, travelling alongside members of the public to demonstrate its capabilities ahead of the official launch.

Record visitor numbers and rising revenues

National tourism statistics reflect this momentum. More than 10.7 million foreign tourists visited Uzbekistan during the first eleven months of 2025, the highest figure ever recorded.

From April onwards, monthly international arrivals exceeded one million for the first time in the country’s history, signalling a structural shift in demand rather than a temporary post pandemic rebound. Tourism revenues followed a similar upward trajectory, with exports of tourism services surpassing USD 4.4 billion.

By 2030, Uzbekistan aims to raise annual tourism exports to more than USD 6 billion, supported by a broader range of services and a stronger focus on higher spending visitors.

While historic cities such as Samarkand, Bukhara, and Khiva remain central to Uzbekistan’s tourism appeal, diversification is playing an increasingly important role.

Authorities plan to deploy modern digital marketing tools, strengthen international promotion, and reposition Uzbekistan as a prestigious and competitive destination on the global tourism market.

Visa liberalisation, improved air connectivity, and sustained investment in tourism services have already played a key role in accelerating growth. These efforts are now being complemented by a broader focus on higher value tourism, product diversification, and the protection of cultural and natural heritage.

With international arrivals already exceeding 11 million annually, Uzbekistan’s ambition to reach 20 million international tourists by 2030 reflects confidence in a strategy that balances expansion with quality and sustainability. As infrastructure continues to improve and tourism offerings diversify, the country appears well positioned to consolidate its status as one of the world’s fastest growing tourism destinations, while embedding tourism as a long term engine of economic growth.

The first rumours about Uzbekistan introducing a 30-day visa-free stay for all US citizens circulated at the start of 2025. While Uzbekistan’s president Mirziyoyev issued a first decree on 15 May 2025, no timeline was set for the new regulation to go into effect. A second decree followed on 3 November 2025, which has resulted in the new policy starting from 1 January 2026.

“The new policy represents an important step toward deepening mutual understanding and expanding business, academic, and cultural exchanges between the two countries. The visa-free regime will enable U.S. citizens to travel more freely throughout Uzbekistan, discover its rich historical heritage, and explore its investment and tourism opportunities”, Uzbekistan’s government stated in a press release.

Previously, children under 16 traveling for tourism purposes were able to enter Uzbekistan without a visa if they were accompanied by a legal guardian, with the maximum stay capped at 90 days. Moreover, travellers aged 55 and over were able to visit Uzbekistan for leisure purposes for up to 30 days without a visa.

New regulations, no exceptions

That policy has been scrapped. As of 1 January 2026, all US citizens qualify for a visa-free stay for up to 30 days, with no age restrictions. This entails that no visa, e-visa, or invitation letter is required to enter the country, henceforward.

The move is part of Uzbekistan’s goal to reach 15 million visitors by 2030. Research, including a 2024 study by scientists from Mallorca’s University of the Balearic Islands, has shown that tourism is negatively impacted by visa requirements. With that in mind, Uzbekistan already introduced visa-free entry for six Middle Eastern countries in October 2025: Bahrain, Qatar, Kuwait, Oman, Saudi Arabia, and Jordan.

Aside from changing its visa policy, Uzbekistan has also been putting efforts into its marketing campaigns. Special attention has been given towards promoting historic Silk Road cities, including Bukhara, Khiva, and Samarkand.

Both strategies seem to be working towards increasing tourist numbers. Statistics show that 8.2 million foreign tourists visited Uzbekistan in 2024, an increase of just under 25% year-on-year. Since the end of 2025, Uzbekistan has officially joined the ranks of the world’s fastest-growing tourism destinations, confirming its rapid rise on the global travel map. According to data released by UN Tourism, the country ranked among the top seven destinations worldwide for growth in international tourist arrivals during the January to September 2025 period. Uzbekistan should thus be on track to reach its 15 million target sooner than initially thought.

The figures show that international arrivals to Uzbekistan increased by 73% compared with the same period in 2019, placing the country among a select group of destinations experiencing exceptional post-pandemic growth. Only a handful of countries recorded stronger performance, led by Bhutan with a 203% increase, followed by Qatar at 138%, El Salvador at 88%, Albania at 83%, and Bahrain at 76%.

UN Tourism described Uzbekistan’s results as a clear indication of both recovery and expansion, highlighting the country as one of the most dynamic tourism markets currently operating at a global level.

Strong growth compared with global averages

Uzbekistan’s performance stands out even more clearly when viewed against wider international trends. According to UN Tourism data, global international travel volumes increased by an average of around 5% during the first nine months of 2025. Uzbekistan’s 73% increase since 2019, therefore, reflects growth that significantly outpaces the global recovery rate.

This progress also demonstrates the effectiveness of the country’s long-term and consistent tourism policies. While many destinations are still focused on restoring pre-pandemic visitor levels, Uzbekistan has moved beyond recovery into a phase of sustained expansion.

Solid year-on-year momentum in 2025

In addition to long-term growth, Uzbekistan also recorded strong year-on-year results. During the first nine months of 2025, international tourist arrivals increased by 13% compared with the same period in 2024.

This performance places Uzbekistan as the fourth fastest growing destination in the European Region, trailing only Israel with a 23% increase, Finland at 15%, and Norway at 14%. The result further confirms the country’s growing appeal among international travellers and its increasing competitiveness within the wider European and Eurasian tourism space.

Record-breaking visitor numbers and revenues

The positive trend is reflected in Uzbekistan’s national tourism statistics for 2025. More than 10.7 million foreign tourists visited the country during the first eleven months of the year, marking the highest figure ever recorded.

From April onwards, monthly international arrivals exceeded one million for the first time in Uzbekistan’s history, signalling a structural shift in demand rather than a temporary rebound. Tourism revenues followed a similar upward trajectory, with income from the export of tourism services surpassing USD 4.4 billion.

These figures underline tourism’s growing importance as a strategic economic sector and highlight its role in job creation, regional development, and international visibility.

Policy reforms and infrastructure investment are driving growth

Uzbekistan’s tourism surge has been driven by a combination of policy reforms and sustained investment. Visa liberalisation has made travel easier for visitors from a wide range of markets, while improved air connectivity and transport infrastructure have enhanced accessibility.

At the same time, an active international marketing policy has helped reposition Uzbekistan as a destination that goes beyond its historical image. The number of hotels, tour operators, and trained tourism professionals has increased significantly, strengthening service quality and overall competitiveness.

These structural improvements have enabled the country to absorb rising visitor numbers while maintaining a positive travel experience.

Diversification beyond traditional heritage routes

While iconic destinations such as Samarkand, Bukhara, and Khiva remain at the heart of Uzbekistan’s tourism offer, the sector is increasingly diversifying.

Eco tourism and gastronomic tourism are gaining momentum, drawing visitors to rural areas, mountain regions, and agricultural landscapes. Interest from long-haul markets is also growing, indicating that Uzbekistan is transitioning from a primarily regional destination to a fully global one.

This diversification is helping to spread tourism benefits more evenly across the country and reduce pressure on the most visited heritage sites.

The fair is organised by the Tourism Committee of the Republic of Uzbekistan, the National PR Centre, and Interforum. This year, the Tashkent International Tourism Fair is being hosted at the CAEx International Exhibition Center Central Asian Expo Uzbekistan.

The TITF is a major information event that promotes tourism products and facilitates the creation of new business contacts. Over the past three decades, it has established itself as one of the most significant events in the tourism sector and remains the largest event of its kind in Central Asia. It is held annually with the official support of UN Tourism.

The opening ceremony of TITF 2025 was attended by the Chairman of the Tourism Committee of the Republic of Uzbekistan, Umid Shadiyev, the Deputy Minister of Economic Development of the Russian Federation, Dmitry Vakhrukov, the Chairman of the Committee of Tourism Industry of the Republic of Kazakhstan, Nurtas Karipbaev, the Chairman of the Tourism Development Committee under the Government of the Republic of Tajikistan, Jamshed Juma Khonzoda, and the newly elected Secretary General of UN Tourism, Shaikha Nasser Al Nowais, who joined by video message. Representatives of both local and international organisations, participants of the fair, and members of the media were also present.

On the first day of the fair, two sessions took place with leading international and national experts on the themes “Cultural heritage and tourism traditions for the future” and “Innovative routes and new travel experiences”. Several private projects were also presented.

As part of the fair, a large tourism exhibition will feature representatives from more than 300 companies worldwide. The programme also includes an international culinary championship with renowned chefs, where more than 200 culinary experts from over 30 countries will compete. A Media Campus will serve as an interactive platform for journalists, bloggers, and tourism promotion specialists.

Thematic forums and sessions will explore aviation, education, environmental issues, and pilgrimage, with participation from leading international and domestic tourism experts. The fair will also host B2B meetings between private companies from different countries, round table discussions, and exhibitions showcasing tourism services and handicrafts.

TITF 2025 is expected to welcome up to 15,000 visitors, including locals and guests from CIS countries, Asia, and Europe. Visitors and participants will have a unique opportunity to discover new travel destinations, immerse themselves in the culture and traditions of foreign countries, and explore the tourism potential of all regions of Uzbekistan.

At the same time, the reforms carried out in the tourism sector in Uzbekistan in recent years have helped attract major companies and representative offices to the country, increased both incoming and outgoing passenger flows, and strengthened demand for all types of tourism services.
