Starting from 6 April 2026, South Korea’s customs service has adopted a new tax refund policy. The new system makes duty-free shopping for international cruise passengers more convenient than before.

Travellers visiting South Korea by air have been able to benefit from in-city tax refunds for a long time. However, cruise passengers entering under a shore-excursion permit instead of through the standard visa process were excluded from that policy. With some 810,000 cruise passengers visiting South Korea in 2024 – a number that is expected to hit 2 million in 2026 – it became time to address that issue.

Starting from 6 April 2026, a new tax refund policy has been adopted by South Korea’s customs service. Henceforward, international cruise passengers will be eligible to receive immediate or downtown refunds of internal taxes. Those taxes include the value-added tax (VAT) as well as the individual consumption tax on products that are purchased at designated duty-free stores.

“With the implementation of this service, cruise tourists will be able to enjoy both the pleasure of shopping and the convenience of tax refunds even during their short stays in Korea,” Korea Customs Service Commissioner Lee Myung-koo said in a press release.

Tax refund specifics

The new tax refund policy for cruise passengers falls under the Restriction of Special Taxation Act and the Special Regulations for Foreign Tourists. Tourists will be able to either buy goods at tax-excluded prices directly at a range of participating stores (amounting to 23,000 stores throughout the country), or receive their tax refunds at specifically-designed city or seaport refund counters when leaving South Korea.

Whether an immediate tax exclusion is possible or not generally depends on the purchase price. According to CruiseHive, immediate refunds are applicable for purchases up to 1 million Korean won (€577) per transaction, with a limit of 5 million won overall (€2,886). For purchases of up to 6 million Korean won (€3,464) per transaction, a refund can be obtained at the city or seaport refund counters.

According to the Korea Customs Service, the new policy should shorten waiting time at customs clearances, while easing the overall tax refund process for cruise tourists, even during short stays.

The new policy comes at a time when cruise companies are faced with starkly increased costs due to the high fuel prices caused by the US-Israel war on Iran. Making tax refunds more accessible for cruise passengers could strengthen South Korea’s position as a cruise destination in a difficult market.

On Tuesday, 31 March 2026, Korean Air announced it would be entering emergency management mode as of April. The decision was prompted by the rising fuel costs due to the U.S.-Israel war on Iran.

The decision to activate the emergency management mode was shared with Korean Air employees in an internal memo reviewed by news agency Reuters. According to a source, phased response measures will be implemented based on oil price levels, and company-wide cost efficiency will be increased.

Middle East war completes first month after US and Israeli attacks on Iran trigger conflict, close Strait of Hormuz and disrupt global energy markets

Closure of chokepoint halts 20% of global oil flows and disrupts maritime trade
Jet fuel prices nearly double as Brent… pic.twitter.com/uimc8EpwkT
— Anadolu English (@anadoluagency) March 31, 2026

“This measure is not merely a one-time cost reduction but an opportunity to strengthen our structural foundation and lay the groundwork for stable future growth”, said Korean Air Vice Chairman Woo Kee-hong.

Korean Air’s decision was directly driven by the stark rise in fuel costs due to the U.S.-Israel war on Iran. With fuel representing approximately a quarter of an airline’s costs, any price changes are likely to have consequences, and the situation in March 2026 has been particularly impactful. The airline’s annual business targets for 2026 are expected to be heavily impacted due to the increase in jet fuel costs: while the carrier had projected prices of around $2.20 per gallon, it expects those to rise to $4.50 in April.

“The abnormal high oil price situation continues due to heightened tensions in the Middle East region. We will immediately implement phased response measures according to oil price levels and transition to an emergency management system starting in April,” stated Woo Kee-hong.

While internal measures should be able to compensate for part of the price increase, Korean Air is also planning to raise fuel surcharges for flights departing from South Korea in April 2026. Depending on the route, fares could rise as much as 250% for flights from Incheon to London or Paris, for example.

South Korean airline industry

Korean Air is not the only South Korean airline to be suffering from the rising fuel costs. T’way Air and Asiana Airlines, too, have reportedly implemented an emergency management mode over the course of March 2026. Meanwhile, according to The Korea Times, other Korean carriers such as Jin Air and Air Busan are planning on reducing their flight schedule. As the country relies mainly on jet fuel from the Gulf, South Korea’s airline industry has proven especially vulnerable since the start of the war.

Seoul is experiencing a surge in visitors, thanks to the animated Netflix hit KPop Demon Hunters. The film, featuring a K-pop girl group that fights demons, has captivated audiences worldwide. Since its release in June 2025, it has been streamed over 500 million times. The movie also won two Oscars for best animated feature and best original song. A sequel has already been announced.

The popularity of the film is influencing tourism like never before. In July 2025, 1.36 million international travellers visited Seoul, a 23.1% increase from the previous year. “That immediate growth was fuelled by the KPop Demon Hunters craze,” said Seoul’s city government. Global flight bookings jumped 25% in the months following the release, with visitors from the United States, Canada, China, Japan, and Australia leading the increase. By the end of 2025, South Korea welcomed a record 18.9 million foreign tourists.

The craze is clearly not confined to Asia alone. In Australia, interest in South Korea has surged, especially among Millennials and Gen Z travellers drawn to K-pop, K-beauty, and immersive cultural experiences. Travel bookings and cultural tours have risen noticeably, showing how the film is inspiring fans to experience Korean culture firsthand, even from the other side of the world.

Fans are visiting the movie’s real-life filming locations. Bukchon Hanok Village, where characters Rumi and Jinu meet, has become a must-see spot. Myeongdong Street, COEX K-Pop Square, Naksan Park, and N Seoul Tower are also popular. “My daughter seemed totally shocked that the places from the movie were real. She was speechless,” said Christine Kim, a tourist from Hawaii. Pop-up cafés, character meet-and-greets, and themed experiences in Seongsu-dong are attracting families.

Cultural experiences are just as important for visitors. Tourists are trying jjimjilbang, Korean spas, especially the seshin exfoliating scrub treatments. Bookings rose 115% in summer 2025 compared with spring, according to the travel platform Creatrip. Acupuncture, cupping, and herbal medicine treatments such as hanyak also saw a 409% increase. “Every major cultural element in the film, hanbok, jjimjilbang, gimbap, samgyetang, K-pop dance, traditional medicine, is something a tourist can book and experience in Korea,” said Haemin Yim, CEO of Creatrip.

For fans looking to dive deeper into the world of KPop Demon Hunters, Seoul has plenty of unique experiences beyond the main filming spots. The city’s pop-up cafés and interactive installations, especially in Seongsu-dong, let visitors explore multi-floor setups with character cutouts, games, and glow-in-the-dark surprises. These spaces are perfect for families or anyone wanting a fully immersive visit.

Younger travellers, particularly Millennials and Gen Z, are drawn to these creative experiences that combine culture, storytelling, and fun. The trend encourages fans to explore neighbourhoods more widely, making set-jetting in Seoul both exciting and sustainable. With the Oscars and the upcoming sequel keeping interest high, Seoul is shaping up to be a must-visit destination for cultural explorers and Demon Hunters fans alike.

K-pop has been taking the world by storm for over a decade, but the recent boom in travel from Australia to South Korea stands out. Australian visitor numbers rose by 11% in the year to August 2025, and visits were up 41% in 2024 compared to pre-COVID figures.

The latest “K-craze” in Australia is partly driven by the runaway success of the animated film K-Pop Demon Hunters, which is now Netflix’s most-watched film of all time, but its appeal goes far beyond a single blockbuster. Australians say they are being won over by the country’s creativity, kindness, and cuisine.

Travel insurer PassportCard Australia has seen this trend reflected in its sales figures, with travel insurance purchases for South Korea rising by 47% between October 2024 and March 2025 compared to the previous six months. September also saw a sharp uptick.

The scale is remarkable. By August 2025, K-Pop Demon Hunters had become Netflix’s most popular film ever, with more than 236 million views.

THEIR #1 ERA

With 236 million views, KPOP DEMON HUNTERS is OFFICIALLY the most popular Netflix film OF ALL TIME. pic.twitter.com/A6yEiXzbHd
— Netflix (@netflix) August 26, 2025

And as Michael Storozhev, PassportCard’s chief underwriting officer, told Explore, “Australians aren’t just watching Korean culture anymore, they’re booking flights to experience it firsthand.”

Storozhev also noted that, “while Japan, Vietnam and Thailand have historically been popular, we have not seen the same growth there – and in fact, we saw a 30 per cent decline in the number of travellers to Japan, and growth in Vietnam and Thailand was less than 20 per cent over the same time period.”

The cultural driver goes beyond just music. Justin Hong, general manager of Trip.com Korea, noted that “Korean pop culture has captivated hearts worldwide, and this is driving travel to South Korea, as well as a global demand for local cultural experiences. Our latest data shows that the travel surge is largely driven by Millennials and Gen Zs, highlighting the massive appeal and influence of Korean pop culture among young travellers worldwide.”

K-pop’s global popularity can be traced back to the viral success of Gangnam Style, which introduced a generation to Korean pop culture and paved the way for the current explosion of interest. This influence continues to grow. In 2025, Apple TV+ launched K-Popped, starring Psy alongside Megan Thee Stallion. The show blends Western and Korean music cultures for a global audience.

K-pop is about to get savage.#KPOPPED — August 29 pic.twitter.com/2bPl2OOw6E
— Apple TV (@AppleTV) August 29, 2025

According to Trip.com data, three in five Millennial and Gen Z Australians say that films and TV shows influence their choice of travel destination. This includes K-drama tourism, where fans visit the filming locations of their favourite series and films.

Cosmetics are another major draw. One in three Gen Z travellers says the K-beauty industry motivates their trips. South Korean skincare, celebrated for its quality and affordability, has become a global benchmark.

Peter Klemt, CEO of PassportCard Australia, has noticed a clear shift: “We’re seeing a generational change where online content drives offline travel. For many younger travellers, inspiration comes from culture first – whether via TikTok, K-pop or films. The K-wave is setting the pace.”

Then there is the food – K-food, to use the inevitable shorthand. While Korean BBQ remains popular, Australian travellers are increasingly seeking out street food staples such as tteokbokki and hotteok, which are heavily featured on TikTok and Instagram.

From K-pop to K-beauty and K-drama to K-food, Korean culture is not just trending in Australia – it is influencing travel decisions and has become a major driver of tourism.

Police in Jeju Island, South Korea, have issued a guide on conduct to remind visitors how to be gracious and respectful in a foreign land, lest they face fines.

The guide will be issued in Chinese, English and Korean, to help bridge cultural differences and inform foreign visitors about local laws and customs. It comes after complaints from locals about a range of unruly behaviour.

According to the Korea Times, police recorded 4,800 cases of disorderly conduct between March and June alone. Offences included smoking in prohibited areas, jaywalking, drunken behaviour, fleeing restaurants without paying, urinating or defecating in public, using fake IDs, and even trespassing in empty houses.

Eight thousand copies of the guide are to be printed and distributed immediately. The aim is to “prevent misunderstandings due to language and cultural differences and improve foreigner’s understanding of Korean culture and laws,” said Jeju Police Agency Chief Kim Su-young.

First offenders will usually receive a warning, but repeat offenders could face fines of up to 200,000 won (around €135).

Each offence is listed and punishable by law. An official at the Jeju Provincial Police Agency explained to The Korea Times that, “officers carry the notices during patrols and hand them out when they encounter minor violations on the spot. Serious offences are dealt with immediately, but for minor ones we usually issue the notice instead of stricter action.” This approach, he added, is meant to help ease tensions with tourists and reduces the authorities’ workload.

Since the end of the COVID pandemic, during which the country suffered a tremendous loss of income, South Korea has seen a tourist boom. It has welcomed a total of 11 million visitors in 2024, a figure it hopes to triple by 2027, targeting 30 million visitors. In 2024, tourists pumped 9.26 trillion won (€6.2 billion) into the South Korean economy.

Jeju Island alone attracted seven million visitors last year. The big majority, almost 70%, were from China, and most of the remainder from Japan, Taiwan, the United States and Southeast Asia.

Jeju has long been a magnet for travellers. Just an hour’s flight from Seoul, it offers a mix of beaches, volcanic landscapes and scenic trekking routes. The island is the only place in the world to have received UNESCO’s triple crown of natural science designations: Biosphere Reserve (2002), World Natural Heritage Site (2007) and Global Geopark (2010). It became an autonomous region in 2006 and is also known for its casinos, as well as for easing visa rules to boost tourism.

Other popular destinations are also grappling with tourist misconduct; Japan and Bali have updated their guides, while Spain and Portugal have had to contend with particularly bad behaviour, with Spain’s fines reaching up to €755 and Portugal issuing a complete code of conduct.

To be in the islanders’ good graces, remember to follow local etiquette: bow when greeting people as a sign of respect; remove your shoes before entering homes, temples, or some restaurants; show respect to the elderly, as hierarchy is deeply valued; use both hands when giving or receiving items; and never leave your chopsticks standing upright in your bowl of rice, as it resembles incense sticks used at funerals.

To encourage foreign tourism ahead of the Asia-Pacific Economic Cooperation (APEC), South Korea will temporarily offer visa-free entry for Chinese tourist groups from 29 September 2025 to June 2026, the government announced on 6 August.

Prime Minister Kim Myeon-sook unveiled the initiative during a tourism-focused policy meeting. The government hopes this plan will boost travel from China, which will stimulate the local economy and increase domestic spending.

This policy reciprocates China’s November 2024 decision to grant visa exemptions to South Korean citizens and other foreign tourists. The move saw an increase in travel between the two nations, given their geographical and cultural relations. Both governments believe that frequent visits and exchanges will foster mutual understanding and bilateral relations.

The visa waiver aligns with South Korea’s preparations to host the APEC summit in Gyeongju from October 31 to November 1, where leaders from 21 economies will convene and hold discussions. During this summit, there is a possibility that Chinese leader Xi Jinping and U.S. President Donald Trump will hold separate talks.

“South Korea’s decision to waive visas for Chinese tour groups is welcome news for Chinese travellers planning to visit the country,” wrote Chinese Ambassador to South Korea Dai Bing on social media.

The policy implementation also coincides with China’s National Day holidays (1–7 October 2025), a peak travel period, and is expected to make South Korea a more attractive destination, particularly during popular travel times such as holidays and school breaks. Removing the visa application requirement eliminates a major obstacle for international travellers by simplifying entry procedures, reducing costs, and allowing tourists to plan trips more spontaneously.

Besides the visa-free policy, South Korea is also working to boost the overall visitor experience by streamlining immigration procedures. The government is currently testing a fast-track immigration process that is set to become a permanent feature by the end of 2025. The goal of this initiative is to make arriving at the airport easier and faster for tourists by cutting down on waiting times.

In the future, the country also plans to invest in tourism architecture, diversify its activities available for foreign visitors, and improve its international image. Moreover, the authorities are also investing in less-known destinations such as Jeolla, Gangwon Province, and the islands of Jeju, which offer unique cultural and natural experiences but are highly undiscovered by foreign tourists.

City authorities in Seoul are clamping down on illegal and unfair practices by taxi drivers, including overcharging, declining short trips, and demanding extra payments in the form of tips. The move follows high levels of public complaints about the way some in the taxi sector operate.

The 100-day offensive will focus on taxi activities at the South Korean capital’s airports, as well as around visitor attractions such as Gyeongbokgung Palace and retail destinations like the Myeong-dong shopping district, as it aims to reduce the impact of such activities on tourists. Yeo Jang Kwon, head of transportation for the Seoul Metropolitan Government, has confirmed the measure is intended to “rectify illegal taxi activities ahead of the peak tourism season.”

In 2024, almost a fifth of complaints received by the Korea Tourism Organisation were about taxi firms or drivers, who, the Korea Times reports, have been accused of inflating journey prices, not turning on their meter, and unnecessarily extending trips by taking longer than usual routes. As well as turning down requests for short rides, drivers have been slammed for refusing certain passengers in favour of waiting to pick up tourists whom they can overcharge.

Calling a taxi is not difficult #Companion_Onda_Call_Taxi

To help with this, Seoul City is starting a pilot operation of the “Companion Onda Call Taxi from today!

More : https://t.co/DygnmfjdIH pic.twitter.com/oTCeJR4HOp
— Seoul Government (@Seoul_gov) July 7, 2025

It is not the first time Seoul law enforcement has targeted the ride-hailing sector. There have been regular crackdowns since 2015 but still, this year’s efforts alone have uncovered 139 cases of overcharging at airports near Seoul, in addition to 109 cases of taxi drivers turning down short journey requests from foreign passengers.

One incident described in May 2024 by Jeju Special Self-Governing Provincial Police Agency entailed a driver charging almost 10 times as much as the standard rate for a trip. The culprit was made to reimburse the difference.

Customers can help themselves by becoming familiar with the base fare structure that should be applied to their trip before they set out. Explained by local media, Seoul’s standard taxi rate for travel up to 1.6km is 4,800 won (€2,96). For every additional 131 metres, another 100 won (€0,06) can be charged. Night-time fares are higher and can be up to 6,700 won (€4,14) per 1.6 km.

As well as on-the-spot checks by enforcement officers and requiring drivers to provide proper receipts, the city is raising the cost of penalties for drivers who break the rules. It is asking foreign customers to get involved by completing QR code surveys and report violations in a service available in English, Chinese and Japanese. Card-sized survey slips can be found at Incheon Airport and Gimpo Airport.

South Korean officials have launched two new visa programs. One of those specifically aims to attract highly skilled foreigners, with degrees and experience in the technology industry.

With over 3 million foreign residents living in South Korea, the country was in need of an extensive new immigration and residency policy. Authorities already announced an overhaul in September 2024 and now, on 2 April 2025, two new visas have been officially introduced during a briefing at the Government Complex in Gwacheon.

The first concerns a so-called ‘regional visa’ and has been designed in collaboration with 14 regional governments. It is based on regional labour and industry needs and will run through 2026.

Our goal is to create well-designed immigration policies that contribute to the economy and regional development while invigorating society.

Seoul, Busan, Gwangju, Gangwon, North Chungcheong, and South Chungcheong will for example make it easier for international students in high-tech fields such as semiconductors, robotics, artificial intelligence, secondary batteries, and biotechnology to obtain a student visa (D-2). North Jeolla, South Jeolla, and Jeju will ease visa conditions for students in sectors such as foundational manufacturing and tourism. Incheon, Daegu, Gyeonggi, North Gyeongsang, and South Gyeongsang will all focus on their own fields of interest, while Ulsan and South Gyeongsang might be added still to the list of regional with their own regional visa.

The second newly introduced visa concerns the ‘Top-Tier Visa Program’ and has been developed specifically to attract foreigners with a degree in or extensive experience in the technology industry. Semiconductors, biotechnology, secondary batteries, and display technology are some of the key domains in which South Korea wishes to attract foreign talents. The goal is to integrate 1,000 senior engineers from global technology companies.

“The world has entered a full-scale competition to secure top talent in advanced industries. Adapting to demographic and economic structural changes and revitalising the economy and society makes utilising foreign talent no longer an option but a necessity,” said South Korea’s Acting President Choi.

Korean Air has unveiled its first major rebranding in four decades, following its $1.3 billion acquisition of a majority stake in Asiana Airlines. The strategic move strengthens Korean Air’s position as one of Asia’s largest carriers and marks a significant shift in South Korea’s aviation landscape.

Modernised livery design

As part of its rebranding, Korean Air has introduced an updated aircraft livery that maintains its signature light blue fuselage but with a refreshed metallic effect. The airline’s name, previously styled in bold, is now written in a sleeker, dark blue font. The tail features a simplified version of the taeguk symbol, the emblematic red and blue swirl from the South Korean flag, which has been darkened to navy blue for a more refined appearance.

This rebranding extends beyond the aircraft livery, with Korean Air revamping cabin crew uniforms, check-in counters, and digital interfaces to reflect the updated corporate identity. The airline aims to create a more modern and globally competitive image while maintaining its core Korean heritage.

© Korean Air

Integration of Asiana Airlines

Following the acquisition, Korean Air will continue to operate Asiana Airlines as a subsidiary in the short term. However, by 2027, the two airlines will be fully integrated under the Korean Air brand.

The airline has also announced plans to consolidate its low-cost carriers. Jin Air, currently owned by Korean Air, will be merged with Asiana’s budget subsidiaries, Air Busan and Air Seoul, into a single low-cost entity. This move is designed to streamline operations and enhance cost efficiency in an increasingly competitive market.

The acquisition of Asiana Airlines is expected to give Korean Air control of over 50% of South Korea’s aviation market in terms of passenger capacity. This will position the airline as the world’s 12th-largest carrier by international seat availability, further expanding its global footprint.

Commitment to safety and service quality

Despite the operational complexities of the merger, Korean Air CEO Walter Cho has reassured passengers and stakeholders that safety and service quality remain the airline’s top priorities. His comments come in light of recent aviation safety concerns in South Korea, with increased scrutiny on the country’s airlines following several high-profile incidents.

Cho stated that the airline would take a measured approach to integrating Asiana Airlines, ensuring that all safety protocols and operational standards meet global aviation requirements. He also emphasised that customer experience would not be compromised during the transition.

© Korean Air

A new era for Korean Air

The rebranding and integration efforts come as South Korea’s aviation sector faces renewed scrutiny over safety concerns. In May 2023, an Asiana Airlines Airbus A321 made headlines after a passenger opened an emergency exit door mid-flight, causing panic among passengers as the aircraft was preparing to land. The incident, which did not result in any fatalities but led to several passengers being treated for breathing difficulties, raised questions about security measures on board South Korean airlines.

As Korean Air moves forward with integrating Asiana, regulators and industry stakeholders will be keen to see how the airline enhances security and operational safety to restore passenger confidence.

South Korea has cracked down on passengers taking lithium batteries on board planes amid growing safety concerns. The move follows an increase in recorded overheating incidents and an aircraft fire at Gimhae International Airport in Busan in 2024.

Cellphones, tablets, e-cigarettes and powerbanks all rely on lithium-ion or Li-ion batteries. The technology won a Nobel Prize in 2019 and revolutionised consumer electronics by allowing devices to operate with high specific energy and be recharged frequently while maintaining a respectable battery life.

Ongoing ! An Air Busan Airbus A321 aircraft caught fire at Gimhae International Airport (PUS).

At around 10:30pm local time on the 28th, a fire broke out in the tail section of an Air Busan plane bound for Hong Kong at Gimhae Airport.

It was reported that all 170 passengers… pic.twitter.com/pa1CwaUEj6
— FL360aero (@fl360aero) January 28, 2025

Lithium battery air incidents

But, in the early 2010s, two fatal cargo plane crashes occurred after battery fires, one in Dubai on a UPS plane, and one on an Asian Airlines flight in South Korea. And incidents of the batteries overheating recorded by the US Federal Aviation Administration (FAA) have increased. Data shows they’ve risen from fewer than one per week in 2018 to three incidents per fortnight in 2024. For Air Busan, after a January 2025 fire when one of its Airbus A321-200 due to depart for Hong Kong was gutted by flames as it waited for a take-off slot, enough is enough. It banned lithium batteries pending an investigation.

On the night of January 28, 2025, an Air Busan Airbus A321, registered as HL7763, caught fire at Gimhae International Airport in Busan, South Korea.

Read more details: https://t.co/CSLxXm9ndu pic.twitter.com/2QVijPbFWK
— Aviation for Aviators (@Aviaforaviators) January 28, 2025

All 176 people on board were safely evacuated from the Air Busan aircraft. However, the fire has fed into rising public disquiet in South Korea about the potential dangers of lithium batteries on board planes. In response, the republic’s Ministry of Land, Infrastructure, and Transport (MOLIT) has introduced the new rules, applicable from 1 March 2025.

No charging on board and five-battery limit

Although passengers are still permitted to take lithium-battery-powered devices on board, they are now required to keep the batteries in transparent bags on their person instead of storing them in overhead lockers. This means that any overheating issues should be immediately detectable rather than remaining out-of-sight in a locker, something that South Korean flyers quoted by The Independent expressed relief about, noting “we can find out immediately when something happens.”

If an issue does become apparent, cabin crew know how to cool batteries, extinguish flames if necessary, place the device in a fire-retardant container, and, according to the International Air Transport Association, evacuate the craft as needed.

Further aspects of the new South Korean rules mean that no charging is allowed to take place on aircraft and there are restrictions on how many batteries can be carried per passenger. The limit is five small power banks or e-cigarettes with a capacity of 100 watt-hours (Wh) or less. Exceptions can only be made with explicit airline permission, for medical devices.

It is not the first time South Korea has introduced reactive aviation safety rules. It announced the rollout of bird detection systems at airports around the country in early 2025, after a Jeju Air flight from Bangkok coming into Muan International was found to have suffered a bird strike, causing a crash that killed 179 people.
