The scammer was arrested on 13 April, Rio’s civil police confirmed to The Independent, after using a payment machine that had been tampered with to charge the visitor 10,000 reis (over €1,700) for a kebab, instead of the 10 reis (€1,70) the food should have cost.

In perhaps the most shocking case before the kebab incident, a woman from Argentina ended up paying 20,000 reais (nearly £3,000) for a margarine-coated corn on the cob which should have cost 20 reais (about £3).

Argentinian, British, and Czech nationals have fallen victim to similar schemes, which authorities allege to involve a network of rigged card payment machines operated by criminals posing as street sellers across Copacabana, Ipanema, and Arpoador. One example saw a price of 7,000 reais (about €1,200) slapped on the bill for two cups of açaí. Another saw a Colombian tourist unwittingly pay 2,500 reais (about €420) for a caipirinha.

After welcoming a record nine million visitors in 2025, Rio is anticipating a further events-led tourist boost to the sector in 2026, with Colombian pop star Shakira scheduled to perform a beachside concert in May. Would-be visitors can find travel security and safety advice on sites such as the UK’s Foreign & Commonwealth Development Office (FCDO) site. Its guidance for Brazil notes that “bank and credit card scams are common, including card cloning from ATMs and in shops. Keep sight of your card and do not use an ATM if you notice anything suspicious.”

Foreign victims can be especially vulnerable to fraud if they do not have a sufficient grasp of Portuguese to understand numbers, said one Spanish woman who was charged 20,000 reais (€3,400) for a corn-on-the-cob which should have cost a thousand times less. In addition, visitors from countries such as Argentina, who have been enjoying a strong exchange rate with Brazil and are expecting relatively cheap prices, might have lowered their guards.

A specialist investigation into the network remains ongoing, according to Patricia Alemany, the head of Rio’s tourist police. Speaking to Brazilian newspaper O Globo she blamed an atmosphere of impunity in some of Brazil’s coastal destinations. “There is no supervision of street vendors on the beach, which creates an environment of public disorder and greatly facilitates this type of crime,” she said in a translated statement.

As the summer season kicks in in Europe, debates about high prices in tourist destinations are likely to reignite. One seafood restaurant in Greece has suffered repeated complaints of overcharging, with an Italian visitor paying over €700 for three orange juices, an Aperol spritz, and a medium portion of squids and shrimps.

Up the Amazon

Up to six guests will embark on a one-way expedition with a full-board riverboat on the Amazon River Basin’s Rio Negro. The pass offers two pricing tiers: €400 for trips including up to four destinations over 14 days, and €500 for 30-day trips covering up to eight destinations. While the base fare applies to flights operated by Azul, the pass also allows for itineraries involving other airlines at an additional cost, with prices ranging from $599 to $799 (€510 to €680).

An annual event, COP or the Conference of the Parties, is the largest global United Nations summit for discussions and negotiations on climate change, with a presidency that rotates among the five UN-recognised regions. In 2025, Brazil is playing host in Belém, Pará, a city the country says, “will provide the world with a unique platform to discuss climate solutions, firmly rooted in the heart of the Amazon.”

Despite saying it is “committed to strengthening multilateralism and the implementation of the Paris Agreement,” Brazil wants to double biofuel use by 2030. However, even at today’s production rates, net global greenhouse gas emissions are forecast to increase by nearly 34 MtCO₂e every year, due to global cropland expansion and high-emissions crop cultivation, “equivalent to nearly 30 million new diesel cars on the road,” the letter says.

Other risks include the way biofuel production can “displace and disturb natural ecosystems, especially in biodiverse and carbon-rich regions,” as well as “devastating consequences for soil, water quality, and aquatic ecosystems” due to the consumption of “scarce water resources” and the production of “agricultural runoff.”

The letter also says biofuel expansion will “exacerbate global hunger, by directly increasing food prices, intensifying food price volatility in vulnerable economies and diverting calories from human consumption.”

Non-governmental organisations in biofuel economies are already campaigning for cultivation caps, improved traceability, and decentralised, community-based governance solutions.

If global leaders choose to act on the letter, it would not be the first time biofuel production has been regulated. Five years ago, the European Union limited first-generation, crop-based biofuels to a seven percent share of the bloc’s transport energy.

Mato Grosso do Sul’s leadership in responsible tourism extends from on-the-ground initiatives to public policy. One of the first destinations to sign the Glasgow Declaration on Climate Action in Tourism, the state’s Tourism Foundation (Visit Mato Grosso do Sul) has adopted an ambitious climate and regeneration agenda. A signatory of the One Planet Network, the foundation launched its strategy with the decarbonization and certification of Bonito, recognised by Green Initiative as the world’s first carbon-neutral ecotourism destination. This roadmap is now being scaled statewide, aligned with the State Climate Change Program (PROCLIMA), and aiming for a carbon-neutral Mato Grosso do Sul by 2030.

“The climate emergency is our reality. For the tourism industry, taking initiative on this front is no longer a choice,” says Bruno Wendling, president of the Mato Grosso do Sul Tourism Foundation. “For decades, our sector has portrayed itself as low-impact, and that’s exactly what travelers now expect. Companies and destinations must adapt by embracing the climate agenda, regenerative and responsible tourism, and public policies that steer territories toward sustainable development. Otherwise, they risk being left behind by committed tour operators and travelers who seek destinations that genuinely protect their natural resources and cultures.”

Bonito, often described as the birthplace of Brazil’s ecotourism, has always been ahead of its time. Much of that progress stems from the passion and persistence of local entrepreneurs who understood early on that protecting nature was the only path to ensuring the future of tourism. Over the years, the private sector has taken the lead, improving waste management, adopting circular economy models, and designing experiences that give back more than they take. A standout example is the Rio da Prata Group, which manages three of Bonito’s most iconic attractions and has earned international recognition for its regenerative practices and positive climate certification.

In an Instagram video, Nick Whincup, known as NicNoBrazil, captures this phenomenon, explaining its significance to his audience. “Something incredibly Brazilian is happening at this exact moment,” he starts off. “For example, if the child is here, people in this area will clap. The accident occurred early on Saturday, 21 June 2025, in Praia Grande, Santa Catarina, in the country’s southeast, on board a tourist balloon operated by Sobrevoar Serviços Turísticos. The pilot survived and told authorities a reserve torch inside the basket had caught fire. He reported that he immediately began to lower the balloon and, once nearer the ground, told passengers to jump.

Distressing footage captured by a witness appears to show at least two passengers leaping or falling from the craft and the balloon’s envelope shrivelling as it went up in flames while the basket plummeted earthward. The pilot’s actions seem likely to have saved the lives of the majority on board. The dead have been identified as a mother and daughter, two couples, an opthamologist, and a figure skater. The governor of Santa Catarina issued two posts on X, confirming the number of victims and survivors, and expressing solidarity with the area and those affected, and promising the full support of rescue services.

Situated around 270 km from the state capital Florianópolis, Praia Grande is reputed for its scenic canyons and is sometimes referred to as the Brazilian Cappadocia, a nod to the Turkish region known for its natural stone towers, cones, valleys, and caves and synonymous with leisure ballooning since the early 1990s. Around 30 balloons were taking off in Praia Grande at the same time as the ill-fated flight, according to locals.

Air ballooning has become more and more popular in recent years, partly driven by idyllic imagery on Instagram and the increase in bucket-list tourism since the COVID-19 travel restrictions were lifted. It is generally considered a safe pastime, with 2022 data from the US National Transportation Safety Board showing 775 hot air balloon accidents recorded in the US in 58 years, with only 70 fatalities. By comparison, horse-riding – one of the most dangerous activities in the world – results in approximately 710 deaths in the US every year, according to estimates from the Brain Injury Association of Missouri.

Most balloon accidents are caused by collisions with electricity lines. After a 2016 crash in Lockhart, Texas, which killed 16 people when a hot air balloon crashed into power lines and caught fire, the Federal Aviation Administration (FAA) worked with the Balloon Federation Of America, to develop the “Envelope of Safety” accreditation programme, setting out minimum requirements and qualifications for pilots wishing to carry over a handful of passengers.

Those tempted by balloon rides are urged to check out the credentials and safety statistics of the company concerned. In this case, Sobrevoar Serviços Turísticos had an unblemished record.

AquaPraça presents itself as a 400-square-metre structure which carves public space out of the sea. Thanks to principles of equilibrium, displacement, and buoyancy, the partially submerged structure adapts to the surrounding water levels, keeping the difference between its surface and the sea to a minimum. 

“AquaPraça lets visitors meet the sea at eye level. Its sloping surfaces and shifting levels embody a delicate equilibrium,” says Eric Höweler, co-founder of Höweler + Yoon and a Professor at Harvard University.

The interactiveness between AquaPraça and its surroundings hasn’t been determined at random. The space has been developed as a floating cultural plaza, where up to 150 people will be able to attend exhibitions, workshops, symposia, and cultural events. Climate, architecture and the environment in particular will be its main themes.

“It’s a platform, both literal and figurative, for deepening our collective understanding and experience of sea level rise and the impacts of climate change on global cities and communities and seeking collective solutions,” states J. Meejin Yoon, co-founder of Höweler + Yoon and the Gale and Ira Drukier Dean at Cornell University College of Architecture, Art, and Planning.

AquaPraça is currently being constructed by steel construction company Cimolai in northeastern Italy and is scheduled to be presented at the Biennale on 4 September 2025 – this year’s edition of the event being curated by Carlo Ratti Associati founder Carlo Ratti. It is set to show Italy’s perspective on architecture and the climate.

Life after the Biennale in Venice

In November, the entire structure will be transported to the 30^th United Nations Climate Change Conference (COP30) in Belém, Brazil, where it will anchor the Italian Pavilion during the summit from 10 to 21 November 2025. 

“The concept of a floating forum is truly innovative and aligns perfectly with our vision for COP30. Bringing this structure to Brazil would create a striking and symbolic presence at the conference, highlighting our commitment to sustainability. Moreover, it could serve as a lasting legacy of our joint efforts and a continuous reminder of the importance of sustainability,” says Andre Corrêa do Lago, President of COP30.

After this year’s summit in Belém, the AquaPraça installation will be donated to the Brazilian government and it will serve as a long-term community space promoting civic engagement on climate issues in Belém’s Guarajará Bay. 

The project was developed in partnership with Italy’s Ministry of Foreign Affairs and International Cooperation, and Italy’s Ministry of Environment and Energy Security. Moreover, it was realised in collaboration with CIHEAM Bari, the World Bank Group’s Connect4Climate program, Brazil’s Ministry of Foreign Affairs, and Bloomberg Philanthropy.

While some locals are positive about the effort to tackle what can be perceived as anti-social behaviour, others view the measures as overkill and an attack on the soul of Rio’s vibrant beach culture.

The Brazilian Institute of Citizenship, a non-profit group that campaigns for social rights, recently asked the courts to suspend the regulations due to their potential negative impact on shoreside economic activity, which brings in an estimated 4 billion reais (around €621 million) each year, according to 2022’s City Hall data.

The Institute’s request was rejected on the basis that the group has no platform for the complaint. That ruling is now being reviewed under appeal.

Meanwhile, elected officials at the city assembly have also conducted lively discussions about the issue, backing a bill that would entail some regulation of beachside activities while ditching the restrictions on live music. If that bill is voted through, it will overrule the mayoral decree.

One of the most sensitive issues concerns the city’s colourful beachside huts, beloved of locals and each with its own personality and name, such as Barraca Maezinha (Mama’s Hut) or Barrack do Menor (Little One). Under the new rules, the huts’ names would be eliminated in favour of numbers.

Local councilwoman Dani Balbi has expressed disapproval of the decree on Instagram, where she slammed the way the city panders to big concerts by well-known acts at the same time as restricting grass roots culture. “What’s the point of holding big events with international artists and neglecting the people who create culture every day in the city?” she asked. “Forcing stallholders to remove the name of their businesses and replace it with numbers compromises the brand identity and the loyalty of customers, who use that location as a reference,” she pointed out.

As a result of the widespread objections, City Hall has said it is in talks with various groups and citizens to take their views into account and possibly reshape the decree.

Government officials attribute the growth to both increased global marketing and an expansion of the country’s tourist infrastructure. Marcelo Freixo, president of Embratur, said that the results reflect Brazil’s appeal as a diverse, culturally rich, and sustainable destination. “We are experiencing a historic moment for international tourism in our country,” Freixo said. “The record volume of international tourists translates into direct benefits for our economy, with growth in the tourism market, generation of jobs and income for Brazilians”.

Minister of Tourism Celso Sabino highlighted that the progress is the result of cooperation between government agencies, the private sector, and international partners. “Our goal is to continue at this pace and consolidate the country as one of the main tourist destinations in the world,” he said. 

Argentina remains the leading contributor to the total rise of foreign tourist arrivals in Brazil. In March, 395,149 Argentinians travelled to Brazil, a 76.7% increase over the same month of 2024. Europe isn’t far behind, though. Tourist trips from France, Portugal, Germany, the UK, Italy, and Spain are going through the roof, accounting for an 88.3% boost in European travellers for the first quarter.

Looking ahead, Brazil’s National Tourism Plan predicts receiving 8.1 million international tourists annually by 2027, placing Brazil as the most visited nation in South America. The plan consists of 20 sectoral programmes and strategies such as the Climate Adaptation Plan for Tourism, aligned with the UN’s 2030 Agenda.

We will work tirelessly to achieve the 2027 goal, with millions of foreign tourists visiting our country, generating jobs and boosting the local economy”, Minister Sabino stated.
