Current rules require pets to travel as cargo unless they are assistance animals or on private charter flights. As a result, many owners must look for alternative routes to re-enter the country. Middleton says the system feels inconsistent, as pets are allowed in the cabin when leaving the UK but not when coming back. She has had to travel through European cities such as Amsterdam before taking a ferry home. According to her, all the required health checks and paperwork are already completed in advance. Allowing pets in the cabin would therefore not introduce new risks. Supporters also point out that several other countries already permit small animals in the cabin under strict conditions. They argue the UK should follow a similar approach while maintaining safety standards.

Not everyone supports the proposed changes. Organisations such as Allergy UK warn that animals in the cabin could pose health risks for some passengers. In a confined space like an aircraft, exposure to pets may trigger serious allergic reactions, including asthma attacks. Others are concerned about how animals might behave during a flight, especially if they become stressed or unsettled.

The UK government has acknowledged that many people want to travel with their pets in the cabin. At the same time, it stresses the importance of strict biosecurity measures and health checks at the border. The petition must reach 100,000 signatures before it can receive an official response. Until then, the debate is likely to continue among travellers, airlines, and policymakers.

The discussion comes at a time when travelling with pets has already become more complicated for UK residents. Since April 2026, pet passports issued in the UK are no longer valid for travel to the European Union. Travellers must now apply for an Animal Health Certificate for each trip. This document confirms that pets meet health requirements, including vaccinations, but it adds extra cost and preparation. It must also be arranged before every journey, which can be time-consuming. 

Additional rules have further increased the complexity of travelling with animals between the UK and the EU. Pets must travel with their owner, or arrive within five days, and there are limits on how many animals can be transported at once. Travellers may also face longer waiting times at borders due to new entry systems and checks. Together, these changes have made international travel with pets more demanding.

A separate AHC must be obtained for every trip from Britain to the EU, but lasts for up to six months as long as the relevant rabies vaccinations are valid. Within that valid period, the AHC also covers border crossings within the EU bloc.

Anyone already in an EU country with their pet under a pet passport should note that British border authorities will not require them to replace their pet passport with an AHC for re-entry to the UK.

UK travellers have criticised the lack of prior information surrounding the change, complaining that they are now incurring costs to obtain the necessary paperwork in extremis. What’s more, associations representing people with additional needs, such as Guide Dogs for the Blind, have said the new rules reinforce the case for the UK to rejoin the pet passport scheme.”

“The cost and complexity of obtaining an Animal Health Certificate for every journey has prevented many guide dog owners from being able to work, attend important events and travel independently,” the body told the BBC.

The demise of the pet passport is not the only change afoot. Travellers who want animals to be accompanied abroad by someone else will need to complete additional forms and provide written permission. If your pet is following you abroad, it must come within five days. And a maximum of only five animals per vehicle or per foot passenger will be permitted. Some exceptions will be made, for example, for animals that are competing in events.

And owners are just as much affected by regime change as their four-legged companions. Travellers are advised to allow extra time for their journeys due to the rollout of the EU’s Entry Exit Scheme (EES) on 10 April. It means British travellers are treated as third-country nationals on arrival to the bloc and must register their biometrics and passport details for security tracking purposes.

The introduction of EES has seen long queues and disruption develop at some hubs, with passengers missing flights due to extended processing times, leading to stakeholder calls for flexibility. Some nations highly dependent on British tourism are taking matters into their own hands to suspend the EES rules for the 2026 summer season.

The dog experts at Years praise the airlines for their clear guideline and their efforts to keep pets comfortable throughout the flight. Although the specifics might slightly differ from one company to the other, generally speaking, four guidelines should be kept in mind by those who wish to travel with their pet in the flight cabin.

1. Dogs should not weigh more than eight kilograms, carrier included.
2. All pets should stay under the seat in front of their owner during the entire flight.
3. Cabin space for pets is limited, making advance booking essential.
4. Generally speaking, airlines ask pets to be healthy, vaccinated, and well-behaved.

In their report, Years also mentioned the importance of travel-adapted food before a flight. Light, well-digestible meals, prebiotics and probiotics, and Omega-3 fatty acids should be preferred when planning any kind of journey.

Generally speaking, it is important for pet owners to inform themselves beforehand about the specifics involved in travelling with an animal, even more so when the four-legged creature can’t be taken into the cabin. In October 2025, for example, the European Court of Justice officially stated that pets can be handled as baggage when taken aboard a flight – highlighting the risks involved when taking an animal aboard a plane.

The Cycladic island of Syros, like many other Greek islands, has historically been dealing with a stray cat problem. And while there are still cats left roaming the streets, over the years, Syros has become an example of how to deal with strays for many other locations around the globe, thanks to two sanctuaries: Syros Cats and God’s Little People Cat Rescue.

Both organisations are doing everything they can to make life a little easier for stray cats in the region. By rescuing abandoned animals, organising feeding programmes, providing veterinary care, and putting cats up for adoption, they are tackling the issue little by little and have been doing so for over 20 years.

However, as is to be expected, caring for so many cats does require a lot of work. Both centres mainly rely on volunteers to get the job done, and they are thus regularly looking for extra hands. In order to make the offer more appealing and more accessible to all, Syros Cats has come up with quite an attractive offer for those who would like to spend some time on the island, whether as a (flexible) digital nomad or as a working tourist.

The cat sanctuary offers their long-term volunteers (who stay for a month or longer) free accommodation, utilities, and breakfast in return for five hours of their time per day, five days per week. While those with training or experience as a veterinary nurse are particularly welcome, all cat lovers can apply, as soon as they are reliable, self-sufficient, and turn up on time.

“We’re looking for helpers who already have some work experience. If you’re under twenty-five, it’s unlikely you’d be able to demonstrate the level of self-sufficiency and initiative that we need. We usually have about four volunteers at any one time, often from very different backgrounds and all parts of the world and you need to be tolerant and accepting of differences in customs, race, gender and belief, that you may encounter here and in Greece”, the organisation explains.

While applications for 2026 are closed, cat lovers can apply for 2027 starting from September. Applications can be submitted online and should include a motivation letter, curriculum, and any relevant cat care experience. Keep in mind that transportation, food other than breakfast, and travel insurance are to be paid by the volunteers.

It is not rare for airplane passengers to make the voyage with their pet. While small species can generally be kept inside the cabin, larger animals tend to travel inside the plane’s cargo space. Whether or not they are to be considered as normal baggage depends on who’s asked. 

The matter resurfaced recently as the European Court of Justice was asked to rule on the case of a dog lost during an Iberia flight between Buenos Aires in Argentina and Barcelona in Spain, in October 2019. The dog, called Mona, had to be placed in a pet carrier inside the cargo hold due to its size, yet while being carried to the plane, she managed to escape. While airport workers chased the dog with three vans in order to try and recover the pet, Mona was never seen again. 

Following her loss, the pet’s owner was inconsolable and claimed compensation from Iberia in the amount of €5,000 for the non-material damage suffered following the loss of her dog. Yet while the Spanish airline accepts its liability and the entitlement to compensation, it argued that the amount should not exceed that of the limit for checked baggage, thus amounting to just €1,578.82.

How to define baggage? 

The case was brought before a Spanish court, which decided to refer the question to the Court of Justice. The main question asked was to define the concept of ‘baggage’ stipulated by the so-called Montreal Convention, to know if that term excluded pets travelling with passengers or not.

On 16 October 2025, the ECJ ruled that pets are indeed to be considered as baggage.

“According to the Montreal Convention, other than carriage of cargo, aircraft perform international carriage of persons and baggage. The concept of ‘persons’ corresponds to that of ‘passengers’, with the result that a pet cannot be considered to be a ‘passenger’. Consequently, for the purposes of air travel, a pet falls within the concept of ‘baggage’ and the compensation for the damage resulting from the loss of a pet is subject to the liability rules for baggage”, the ruling summary reads.

However, a special declaration of interest in delivery at destination can be filled in by the passenger before boarding the plane, allowing them to increase the liability limit for non-material damage as well as material damage. Approval by the air carrier is mandatory in that case, and according to the European Court of Justice, the payment of a supplementary fee may be required. The passenger travelling with Mona had not entered such a declaration and should thus not receive any extra compensation.

“The fact that the protection of animal welfare is an objective of general interest recognised by the European Union does not prevent animals from being transported as ‘baggage’ and from being regarded as such for the purposes of the liability resulting from the loss of an animal, upon the condition that full regard is paid to animal welfare requirements while they are transported”, the ruling concludes.

Carlos Villacorta Salis, lawyer of Mona’s owner, told AFP that he was disappointed by the ruling. He also called the declaration of interest a false argument, saying no airline would be inclined to approve such a document.

As the ruling by the ECJ is only advisory in this case, the Spanish court is expected to make a final ruling handling the compensation claim soon.

Denied boarding over breed restrictions

The events unfolded on Thursday 11 September, when the traveller attempted to check in with Pako at Brussels Airport. Airlines frequently restrict the transport of brachycephalic breeds such as American Bullies, Bulldogs and Pugs. These breeds are considered at higher risk of respiratory distress when transported in the hold because of their morphology.

According to reports, Pako’s owner appeared unaware of the restriction and was visibly frustrated by the refusal. Instead of postponing her flight, arranging pet care, or contacting relatives, she decided to board without her dog. Pako was placed into a taxi and delivered to the Veeweyde shelter, leaving volunteers to deal with an unexpected and urgent arrival.

Shelter caught off guard

The Veeweyde shelter, one of the country’s largest and oldest animal protection associations, expressed its indignation in a strongly worded statement on social media.

“Instead of renouncing her holiday or finding a responsible solution, she boarded the plane alone and called a taxi to send us her dog,” the organisation wrote. “We welcomed Pako in an emergency, without the slightest information about him: no habits, no care, nothing. We are deeply shocked. This express delivery of an animal is unacceptable.”

Gaëtan Van Goidsenhoven, president of Veeweyde, described the act as a clear case of abandon sauvage, wild abandonment, which is a criminal offence in Belgium. “Sending a dog by taxi can in no way be considered an acceptable form of abandonment,” he warned.

Pako’s condition

Thanks to Pako’s microchip and health record, which were handed over by the taxi driver, shelter staff were able to confirm that the dog is registered in France. He was found to be in good physical health, though understandably stressed by the upheaval.

Despite the shock of his abrupt change of circumstances, volunteers described him as calm, gentle and sociable. “The team’s morale is low, but Pako remains composed despite what he has just lived through,” the shelter wrote in an update.

The shelter contacted relatives of the owner to alert them to the situation and request further details about Pako’s background. Initially, no one came forward to collect him, but the following weekend the dog was reportedly retrieved by members of the woman’s family. Veeweyde clarified that Pako was not returned to his owner, who had left Belgium for an “exotic destination” and is expected to remain abroad.

Legal and ethical concerns

Belgian animal welfare law treats abandonment as a serious offence. While precise sanctions depend on the circumstances and judicial follow up, wild abandonment can result in fines and, in extreme cases, even prison sentences.

For Veeweyde and other shelters, this case highlights not only the legal implications but also the ethical ones. “An animal is not a suitcase that can be left at an airport luggage counter,” the president stressed. He voiced concern that this unprecedented situation might set a dangerous precedent. “Where are we heading? Towards an Uber for abandonment? We hope that cases like this are prosecuted seriously so that this does not become a trend.”

The shelter also underlined that if the owner were to return and seek to reclaim Pako, strict assurances would be required. Officials insisted they would want to verify that the dog would be properly treated and cared for.

Wider debate on travel with pets

The case has also reignited debate about the challenges of air travel with pets. While many owners view their animals as family members, airlines maintain restrictions for safety reasons. Transporting certain breeds in the cargo hold can be dangerous, and in some cases fatal, because of breathing difficulties.

This is not the first time a pet has been the victim of irresponsible behaviour at an airport. As reported by Travel Tomorrow, a woman in Louisiana was arrested earlier this year after allegedly drowning her miniature schnauzer in a restroom at Orlando International Airport when she was denied boarding for lack of paperwork. The incident, which shocked the United States and beyond, underlined the potential dangers animals face when owners treat them as accessories rather than companions.

Resources do exist for those seeking to travel responsibly. In a previous feature on Travel Tomorrow about flying with pets, experts outlined the documents, health certificates and airline policies that passengers should check before arriving at the airport. Proper preparation, combined with awareness of breed specific restrictions, can avoid tragic or irresponsible outcomes.

Animal welfare organisations stress that while airlines must enforce rules for safety, owners bear the ultimate responsibility to plan carefully. “Solutions exist, contacting relatives, arranging boarding services, or even postponing the trip,” one advocate said. “What should never happen is abandoning an animal at the last minute as if it were excess baggage.”

A warning for pet owners

The incident serves as a stark reminder for pet owners considering international travel. Airlines have varying policies on animal transport, and breed specific restrictions are common. Health certificates, vaccination records and advance bookings are often required.

For shelters like Veeweyde, however, the lesson is about respect for animals. “We accept responsible surrenders, when owners are present to explain their situation and provide information about the animal,” the organisation noted. “What happened here was the opposite: a dog arriving like a parcel, without explanation, left us scrambling. That cannot be normalised.”

As Pako settles back with the relatives of his owner, the shelter continues to call for stronger awareness campaigns and stricter penalties for abandonment. For many Belgians, the story of the American Bully left behind at Brussels Airport has become a symbol of what should never happen when humans travel with animals.

Just weeks after the opening of the Woof dog café in Waterloo, Belgium, it will be welcoming a second hotspot for dog lovers. France Marlier, Garance van der Dussen, and Niccolo Ferro will be transforming their passion for dogs into a very tangible hotspot called Dogood. The three owners, respectively an occupational therapist trained in canine behaviour, an osteopath and canine physiotherapist, and a chef with 20 years of experience, have done their research in order to become Brussels’ newest trending cafe.

Dog cafes across the globe have adopted all kinds of approaches. Some are catered specifically for dogs and their owners, while others invite everyone to come without their four-legged companion, functioning as a showcase for animal shelters. Dogood, however, will combine both. For the majority of the time, it will be the place to bring your dog and enjoy a very cute coffee or bite. Yet once a month, the cafe will team up with the organisation Sans Collier to present one shelter dog, who will hopefully find a better home afterwards. On that day, other dogs aren’t allowed into the cafe in order not to stress out the animal.

As far as the menu is concerned, Dogood will focus both on dogs and their owners. Humans can enjoy all kinds of delicacies prepared by Niccolo Fero, while a large offer of animal treats will be available on-site, preventing four-legged friends from going hungry. Moreover, all food served at Dogood will be non-toxic to dogs. The owners’ own dogs, Yuna and Isidore, have already approved the offer.

The space, while rather small, has been designed specifically to welcome all dogs as well as possible.

“When you walk through the door, there is a barrier, which creates an airlock that allows people who just want to grab a coffee to go to place their order and leave without entering the dining area. But this airlock also allows you to assess how many dogs are inside. There is a small disclaimer on the door that says that dogs are kings here, but their humans are still responsible for them. We also count on people interacting with each other… The place isn’t huge, so it’s quite possible for everyone to see each other and talk to each other to make sure everything goes well for everyone. The idea is that once inside, dogs should not be kept on a leash”, Garance van der Dussen told the Belgian newspaper Le Soir.

While dog owners remain responsible for their pet when inside, all personnel have been trained in the hospitality industry and in canine communication to make sure everything goes as smoothly as possible. Dogood will also employ workers with disabilities, thus allowing for a more inclusive work environment.

The park’s territory includes a stick-built dog statue, “Stickelius Monument,” inspired by the world-famous Sibelius Monument and created to honour local rescue dog Neris, known for collecting branches and transforming them into public art. Those same sticks now form a tribute to one of Finland’s most iconic sculptures devoted to composer Jean Sibelius, created by Eila Hiltunen.

The highlight of the itinerary is Rajasaari Island, a dog-only island in the city’s maritime heart, open year-round and free to visit. There, four-legged explorers have room to run through trails and forests, roll around on the beach, and swim in the Baltic waters with a front-row, premium view of the residences of Finland’s president and prime minister.

The new site also features “Café Dogatta,” a playful “pup-up” dog café near the popular seaside Café Regatta, and even special advertising aimed at four-legged visitors. Among the most popular stops was a dog photography station, where more than 200 pets posed for portraits with “dogographer” Fanny Haga. 

Dogatta and Rajasaari will remain in Helsinki permanently. That way, shaggy citizens will always have a place where they can joyfully roam, play, and wag their tails to their hearts’ content. Some visitors even suggest keeping the “Stickelius Monument”, praising it as both a playful and respectful tribute to the original Sibelius Monument.

“Pets boost happiness. This time, we wanted to bring attractions to some of the city’s most beloved outdoor spots – places that both dog owners and their dogs can enjoy together. We are delighted to see so many people and dogs experiencing familiar landmarks from a dog’s perspective,” said Soila Lehkonen, the Head of Brand & PR in Helsinki Partners. 

Helsinki is home to around 40,000 dogs — with more than 800,000 living across Finland — so it’s safe to say that life here has plenty of paws and wagging tails, making everyday routine a little furrier and a lot happier. The city already counts over 90 dedicated dog parks, several specialised beaches, a 50-hectare forest reserved just for dogs, and even “library dogs” who patiently listen to children reading aloud. Dogs ride public transport for free, and many shops and cafés happily welcome them inside, with some restaurants even serving them a special menu.

For a city that’s regularly ranked the happiest in the world, perhaps it’s no surprise that its dogs now have their very own sightseeing route. After all, in Helsinki, happiness clearly comes on both two legs and four paws.

Dog Mountain is set in rolling countryside above St. Johnsbury, Vermont, where a confluence creates a major watershed of the upper Connecticut River. The park, the brainchild of Vermont folk artist and wood carver Stephen Huneck, occupies 150 acres (around 60 hectares).

In the grounds, which “are always open to people and their dogs” and where leashes are optional, guests can hike trails, swim in ponds, and visit a Dog Chapel, whose walls are covered in thousands of photos and tributes to people’s beloved pets, as well as an art gallery with several of Huneck’s paintings and sculpture.

Late summer and autumn 2025 events include a concert and “Fall Dog Party” promising “leaf-romping, four-legged fun and smiles” as well as agility courses, a “Doggie Walk of Fame”, and a “Pup Pie Eating Race.”

Founder Huneck, who died by suicide in 2010, was motivated to provide animal lovers with a space devoted to their beloved pets. Gallery manager Pam McCann told the Associated Press that after a serious illness, Huneck shared a special bond with his dogs, who feature heavily among black labrador and golden retriever carvings. One of his canine friends, Sally, beams from a stained-glass window where glass hands pet her for eternity.

One visitor commented on the “breathtaking” display of homages, which represent “a lot of love when you think about each picture that’s here.” McCann agreed with that sentiment, saying that the park is for “people who really care and people who are very connected to everything around them,” she said. “Including the animals that they are the guardians of.”

Dog Mountain has been undergoing two major projects in 2025, its website says: “restoring the beloved Dog Pond after last summer’s devastating floods and renovating our trails to make them more accessible, sustainable, and resilient.”

While the canals are undeniably beautiful, they can be hazardous for animals that accidentally fall in and can’t get back out due to the steep, slippery embankments.

Judith Krom, a member of the Party for the Animals (PvdD), proposed that Amsterdam finance the wildlife escape points using an unused €100,000 fund from the city’s biodiversity plan. “A simple measure can prevent enormous animal suffering,” said Krom. On 10 July, the Amsterdam City Council approved the suggestion to install small escape steps along canals to prevent animals, especially cats, from drowning. 

The city will work with Dierenambulance to identify high-risk areas, with installations planned later this year. According to the organisation, 19 cats have drowned in the city’s canals in the last six months – six of them in the city centre.

Hundreds of small wooden staircases are planned to be installed across the Dutch capital later this year, and they can also benefit other small creatures, including ducks and hedgehogs, which occasionally find themselves trapped in the water. “The adopted motion demonstrates that as a city, we take responsibility for protecting the lives of animals,” Krom added. 

In June this year, the municipality of Amersfoort, in the province of Utrecht, had already announced its plans to build 300 ladders along its canals to keep wildlife from drowning. Johnas van Lammeren, Amersfoort councillor, said: “Unfortunately, animals that end up in water in areas with high quays or quay walls can’t get out and drown. He also highlighted that: “Together with the animal ambulance, a research agency, and residents from Vathorst and other areas, we’ve mapped out where cat traps are needed. We’ll be installing hundreds of them in the coming period, preventing a great deal of animal suffering.” 

As the Netherlands continues to lead the way in animal welfare and sustainable urban living, Amsterdam’s tiny staircases serve as a big step forward for the safety of its furry residents.
