<p class="wp-block-paragraph">The people of <a href="https://traveltomorrow.com/tuvalu-is-the-least-visited-country-in-the-world-and-it-could-soon-disappear/" target="_blank" rel="noreferrer noopener">Tuvalu</a>, a southern Pacific, British Commonwealth island nation that is one of the most low-lying and remote in the world, appear to be choosing mass migration in the face of the threat to their existence from climate change.</p>



<p class="wp-block-paragraph">Australia, also a Commonwealth nation, is offering 280 visas to Tuvaluans yearly, under the terms of a climate migration scheme that the government has described as “the first of its kind anywhere in the world.” The Falepili Union, signed in 2024, made the visas available and has been seen as a way for Australia to combat China’s increasing influence in a region Anthony Albanese described as a potentially “peaceful, stable, prosperous and unified” one. Tuvalu maintains ties with Taipei, Taiwan, rather than Beijing.</p>

<h3 class="wp-block-heading"><strong>Demand outstripping supply for visas, territory, and water</strong></h3>



<p class="wp-block-paragraph">But whether the pact is an Australian powerplay or not, demand for its visas is far outstripping the 280 quota, with over 3,000 Tuvaluans applying to enter a ballot for the first round eligibility. That’s almost a third of the disappearing archipelago’s population who see a better future elsewhere.</p>



<p class="wp-block-paragraph">About halfway between Australia and Hawaii, and sitting at under five metres in altitude as its highest point, Tuvalu is home to 10,643 people, according to a census dating back to 2022. Habitable and fertile territory is already scarce, with land described by Christopher Cocker chief executive of the Pacific Tourism Organisation as “prone to inundation from rising seas, especially during king tides” and where “access to clean and safe drinking water is a challenge, with prolonged droughts and unpredictable rainfall patterns.”</p>



<p class="wp-block-paragraph">The creation of the treaty with Australia three years ago drew attention to the human toll of these problems for residents. “Australia recognises the devastating impact climate change is having on the livelihoods, security and wellbeing of climate vulnerable countries and people, particularly in the Pacific region,” Australia’s foreign affairs department said at the time.</p>

<h3 class="wp-block-heading"><strong>Uninhabitable within decades</strong></h3>



<p class="wp-block-paragraph">Scientists have predicted that Tuvalu <a href="https://traveltomorrow.com/climate-change-could-make-pacific-islands-tourism-a-thing-of-the-past-leaders-say/" target="_blank" rel="noreferrer noopener">will become unliveable</a> within the next 80 years and two of nine coral reef atolls are reportedly now almost submerged, an absence in the island scape that is a reminder of how fragile existence here is.</p>



<p class="wp-block-paragraph">Despite that, and the high numbers of citizens who will be disappointed by the results of the first visa batch, the Australian government sought to emphasise a brighter outlook ahead on what remains nonetheless a gloomy horizon. A spokesperson for the foreign affairs department pointed out that the agreement provides “a pathway for mobility with dignity as climate impacts worsen.”</p>

<p class="wp-block-paragraph">The programme’s official figures reveal 3,125 Tuvaluans entered the randomised selection within just the first four days of launch. That’s despite the cost of registration which, at A$25 (around €14), is not an insignificant sum for citizens of a country whose average weekly wage is only ten times that. The ballot closes on 18 July, meaning that more are expected to enter, reducing the odds of success for entrants. But those odds are still better, many seem to believe, than the odds of thriving on Tuvalu.</p>

<p class="wp-block-paragraph">In a historic development for the Pacific island nation of <a href="https://traveltomorrow.com/tuvalu-is-the-least-visited-country-in-the-world-and-it-could-soon-disappear/" target="_blank" rel="noreferrer noopener">Tuvalu</a>, the country has introduced its first-ever automated teller machines (ATMs), marking a transformative shift in access to financial services. The ceremonial launch, held in the capital Funafuti, was attended by senior government officials, banking executives, and local residents.</p>



<p class="wp-block-paragraph">Prime Minister Feleti Teo hailed the installation as a significant leap forward for the nation, which has long relied on manual, cash-only banking services. &#8220;Today not only marks a momentous occasion,&#8221; he said during the event, &#8220;but it is also historic as the bank moves into a totally new era, not just in terms of its services but also in terms of its strategic direction.&#8221; </p>

<h3 class="wp-block-heading"><strong>Long queues and limited access a thing of the past </strong></h3>



<p class="wp-block-paragraph">Until now, Tuvalu&#8217;s residents faced long queues and early bank closing hours to access cash. The National Bank of Tuvalu, the country&#8217;s only bank, closed daily at 2pm, making it difficult for many to manage financial transactions. Salaries were typically withdrawn in full and used for day-to-day expenses such as food, utilities, and services, all transacted in cash.</p>



<p class="wp-block-paragraph">The project, launched in 2021 and valued at over AU$3 million, was executed in partnership with Pacific Technologies Limited from Fiji. Five ATMs have been installed across Funafuti, including at the airport and in community hubs, with a further 30 point-of-sale terminals placed in local businesses to support card payments. </p>

<h3 class="wp-block-heading"><strong>Tuvaluan bank cards to roll out soon </strong></h3>



<p class="wp-block-paragraph">At present, the ATMs function using prepaid cards provided by the bank. Siose Penitala Teo, General Manager of the National Bank of Tuvalu, explained that plans are underway to issue Tuvaluan debit cards, and eventually Visa cards, to enable both domestic and international transactions.</p>



<p class="wp-block-paragraph">&#8220;We&#8217;ve been in an analogue space all this time, and these kinds of services were things we used to dream about,&#8221; said Teo. &#8220;The feedback has been overwhelmingly positive. People are eager to see how this technology can improve their daily lives.&#8221;</p>



<p class="wp-block-paragraph">The bank estimates that around 6,000 customers across Tuvalu maintain multiple accounts, and the introduction of digital services is expected to reduce overcrowding at bank branches and make financial services more accessible, particularly for residents on outer islands.</p>



<p class="wp-block-paragraph">To encourage early adoption, the ATM service is being offered free of charge during the initial rollout. &#8220;We&#8217;re providing the service for free until people get used to it,&#8221; Teo confirmed. &#8220;In time we&#8217;ll look at what kind of fee structure is sustainable.&#8221;</p>

<h3 class="wp-block-heading"><strong>What this means for foreign travellers </strong></h3>



<p class="wp-block-paragraph">While the arrival of ATMs is a significant convenience for local residents, foreign travellers may still face limitations. The new machines currently operate with local prepaid cards, meaning tourists likely will not be able to withdraw money using international cards, at least for now. </p>



<p class="wp-block-paragraph">Just over 3,000 tourists visited Tuvalu in 2023, according to government data, making it one of the least-visited nations in the world. The country has a single airport located on Funafuti, which receives only a few flights per week from neighbouring Fiji. When no planes are landing, the airport runway doubles as a public space where locals play rugby, football, and enjoy casual gatherings. Within the country, inter-island travel is by ferry, as there are no domestic flights. Despite these limitations, Tuvalu&#8217;s remote charm and close-knit community remain appealing to the few who make the journey.</p>

<p class="wp-block-paragraph">There is a small island, right in the middle of the Pacific Ocean, that receives very few tourists. With a population that doesn&#8217;t even reach 12,000 inhabitants, Tuvalu is considered the least visited country in the whole world, according to the travel magazine Far and Wide. Tuvalu is the second smallest country in the United Nations with a GDP of about $40 million per year (37.6 million euros).</p>



<p class="wp-block-paragraph">Formerly called the Ellice Islands, Tuvalu receives just over two thousand tourists a year. There is only one international airport in the country, located on Funafuti, the main island. It was built by the United States Navy during World War II, in 1943, and is currently only used by Fiji Airways, which operates between Suva, the capital of the Fiji Islands, and Funafuti. The reduced number of air connections influences the price of travel, which is not for all pockets: a round trip from Fiji does not cost less than €500.</p>

<p class="wp-block-paragraph">In 1595, a Spanish ship first sighted the islands but the crew only made note of the island in their logbook. More than 150 years later, a British Royal Navy ship sailed past but without anchoring to explore the islands. In 1819, a British ship with a skipper called Arent Schuyler de Peyster sailed through and named the archipelago Ellice Islands. In the 19th century, American whalers would moor their ships and use the islands as a stopover on their hunting routes. A handful of Europeans established small trading posts on some of the islands.</p>



<p class="wp-block-paragraph">By the 1890s, the set of islands had become a British protectorate as part of British Western Pacific Territories. In 1916, they became part of the Gilbert and Ellice Islands Colony. Funafuti served as the staging point for the Battle of Tarawa which took place in November 1943.</p>

<p class="wp-block-paragraph">In 1974, the Ellice Islands had a referendum on if they should separate from the Gilbert Islands to form a separate territory. An overwhelming 93% voted in favour. The Gilbert Islands went on to become the independent country of Kiribati. In 1976, they became the Ellice Island Colony, which eventually acquired its independence on the 1st of October 1978.</p>



<p class="wp-block-paragraph">Besides the difficult access, Tuvalu is on the list of islands most likely to disappear into the ocean in the near future due to rising sea levels. Because the entire country is coral atolls, the inhabitable stretches of land are maximum two meters above sea level. The tides have been rising about 3.9 millimeters per year.</p>



<p class="wp-block-paragraph">In this small spot in the Pacific Ocean, formed by a group of four islands and five atolls, there’s a collection of stunning lagoons and beaches, turquoise waters, and a low crime rate. As for the weather, temperatures are usually around 30 degrees.</p>



<p class="wp-block-paragraph">The best swimming spots are at the northern end of the main island or in the Funafuti conservation area, where the water is clear. Tuvalu&#8217;s capital is on an atoll, whose lagoon is 24 kilometers long and 18 kilometers wide.</p>

<p class="wp-block-paragraph">Europe has experienced heatwaves and drought, storms and flooding, and in low-lying coastal areas, there are emerging plans for managed retreat and limited but very expensive construction of sea wall defences.</p>



<p class="wp-block-paragraph">In November 2022, <a href="https://traveltomorrow.com/tuvalu-is-the-least-visited-country-in-the-world-and-it-could-soon-disappear/">Tuvalu</a> announced that it plans to build a digital replica of the island state in the metaverse in order to preserve its history and culture in response to the existential risk presented to the island state by climate change and the future of the developed emitters to effectively reduce greenhouse gas emissions.</p>

<p class="wp-block-paragraph">South Pacific Islands are in a much more perilous if complex,&nbsp;position. <a href="https://www.researchgate.net/publication/280914977_Destruction_or_persistence_of_coral_atoll_islands_in_the_face_of_20th_and_21st_century_sea-level_rise">McLean and Kench</a>, from the University of New South Wales at Canberra, analyzed the physical changes in over 200 islands on 12 atolls in the central and western Pacific in recent decades, where sea level in the region has increased at rates three to four times the global average. They argue that coral atolls are emerging landforms and that while some have disappeared, others have stayed the same size, and others have become more extensive, although new sand areas cannot sustain agriculture.</p>

<p class="wp-block-paragraph">Tuvalu, independent from Britain since 1976, has a population of 10,500 living on 10 sq km, &nbsp;of low-lying reef islands and atolls. The average height of the islands is less than 2 metres (6.6 ft) above sea level. Only the Maldives has a lower maximum elevation. Sea level rise has been measured at 3.9 mm per year, double the global average. In common with other Pacific islands, Tuvalu is also vulnerable to king tides. in 2006 and 2015, tides of 3.4 m were recorded. In 1972 Cyclone Bebe submerged Funafuti and destroyed 90% of the structures on the island. Again in the 1996-7 cyclone season and in March 2015, houses, crops and infrastructure were destroyed. Several islands depend on rainwater harvesting and are vulnerable to salt water incursion in storms.</p>



<p class="wp-block-paragraph">For Tuvalu, <a href="https://traveltomorrow.com/climate-change-causes-poor-quality-and-bad-tasting-coffee-a-study-reveals/">climate change</a> is a significant existential threat from sea level rise and more immediately from cyclones, storm surge flooding and infrastructure damage to buildings, power supplies, crops and potable water.</p>



<p class="wp-block-paragraph">Tuvalu&#8217;s Foreign Ministerm Simon Kofe told the COP27 climate summit his nation&#8217;s survival was at stake and that Tuvalu&#8217;s cultural heritage could only be preserved in the metaverse, to maintain its sovereignty and its maritime assets.</p>



<p class="wp-block-paragraph">&#8220;Our land, our ocean, our culture are the most precious assets of our people and to keep them safe from harm, no matter what happens in the physical world, we will move them to the cloud. Our digital nation will provide an online presence that can replace our physical presence and allow us to continue to function as a state.&#8221; &nbsp;&nbsp;</p>
