<p>Competitiveness has become a defining theme for the new European Commission, representing both a cornerstone for economic progress and a wake-up call for policymakers across the continent. Mario Draghi&#8217;s timely&nbsp;<a href="https://commission.europa.eu/topics/strengthening-european-competitiveness/eu-competitiveness-looking-ahead_en" target="_blank" rel="noreferrer noopener">report</a>&nbsp;emphasizes the urgent need to boost productivity and innovation across the continent. One of Draghi’s key recommendations is to address the productivity gap in SMEs, which are held back by poor tech diffusion.</p>



<p>Poor tech diffusion is a real issue in an economic landscape in which Europe’s economic strength is largely driven by its small and medium-sized enterprises (SMEs), which provide nearly two-thirds of the workforce and account for more than half of all value created in Europe. This is a unique feature of the European economy, while SMEs play a far&nbsp;<a href="https://www.statista.com/chart/32655/employment-share-by-enterprise-size/" target="_blank" rel="noreferrer noopener">lesser role</a>&nbsp;in other advanced economies like the US or Japan.</p>



<p>Nowhere is this more apparent than in the travel and hospitality sector, a crucial component of the European economy, contributing 10% of the EU’s GDP. This sector is forecasted to grow from €2.25 trillion in 2023 to a staggering €3 trillion by 2034, further cementing its status as a pillar of Europe’s economic competitiveness.</p>

<h3 class="wp-block-heading"><strong>Synergy Between SMEs and Large Enterprises</strong></h3>



<p>Smaller businesses in the travel and hospitality sector are often local, deeply embedded in their communities, and able to adapt quickly to changing consumer demands. They also&nbsp;<a href="https://www.hospitalitynet.org/opinion/4113392.html" target="_blank" rel="noreferrer noopener">fill crucial gaps</a>&nbsp;in regions less frequented by large chains, ensuring economic opportunities and cultural preservation even in more remote areas.</p>



<p>However pivotal the SMEs in travel and hospitality are, they face stiff competition from well-funded, tech-savvy, and geographically diversified global hospitality brands. Chain hotels, benefiting from economies of scale, typically show a&nbsp;<a href="https://spaces.statista.com/55098d6fef9d4c00ac21ec0df1674aa7.pdf" target="_blank" rel="noreferrer noopener">stronger business&nbsp;</a><a href="https://spaces.statista.com/55098d6fef9d4c00ac21ec0df1674aa7.pdf">sentiment</a>and greater&nbsp;<a href="https://www.hospitalitynet.org/opinion/4118752.html" target="_blank" rel="noreferrer noopener">investment appetite</a>. That comes as no surprise, given their ability to invest in marketing and distribution at a scale that smaller players simply can’t match. Yet SMEs have proven remarkably resilient in the face of these challenges, thanks in no small part to&nbsp;<a href="https://www.aworldworthexperiencing.com/how-accommodations-succeed-by-partnering-with-booking-com-1694eafc97bb" target="_blank" rel="noreferrer noopener">partnership with digital platforms</a>&nbsp;like ours.&nbsp;</p>

<p>Nearly half of all EU tourists are international visitors, and regions such as Croatia, Malta, and Cyprus see up to 90% of their tourism revenue driven by foreign guests. The ability to reach these travelers is critical for independent accommodations, and digital platforms have made it possible for even the most remote SMEs to do so.</p>



<p>In a context of ever increasing global travel, open travel platforms like ours allow even the smallest accommodations to&nbsp;<a href="https://www.euronews.com/travel/2024/06/28/revenge-travel-fades-away-leaving-european-accommodations-with-a-confidence-boost" target="_blank" rel="noreferrer noopener">compete on a global scale</a>&nbsp;by connecting them directly with travelers from across the world. For independent hotels, the impact is clear:&nbsp;<a href="https://www.statista.com/chart/28369/online-travel-platforms-boost-total-sales-for-independents/" target="_blank" rel="noreferrer noopener">80% of Europe’s independent hotels</a>&nbsp;agree that online travel platforms help them boost bookings and sales.&nbsp;</p>

<p>More than just increasing visibility, digital platforms lower customer acquisition costs – one of the&nbsp;<a href="https://www.statista.com/chart/32640/top-6-challenges-facing-eu-small-businesses/" target="_blank" rel="noreferrer noopener">top three concerns</a>&nbsp;of European SMEs. The traditional costs of marketing to international travelers—buying ads, negotiating with travel agents, or attending trade fairs—are prohibitively expensive or outside of management’s bandwidth for many SMEs. But with OTAs, small accommodations can access global marketing infrastructures, often for a commission that is only charged when a booking is successfully completed.</p>



<p>The financial benefits are just as significant. A recent study by Statista found that 74% of SMEs who list on digital platforms&nbsp;<a href="https://www.statista.com/chart/32608/impact-of-otas-on-hotel-profitability/" target="_blank" rel="noreferrer noopener">reported higher profitability</a>. This is particularly impactful for the smallest properties, which typically experience the&nbsp;<a href="https://www.hospitalitynet.org/opinion/4105032.html" target="_blank" rel="noreferrer noopener">greatest gains in profitability</a>. For every hotelier who believes platforms have a negative impact, four others attest to the increase in revenue and market exposure these platforms provide.</p>



<p>International hotel chains offer franchisees global scale and tools to enhance competitiveness. These global multinationals increasingly adopt an asset-light model, where they don’t own the hotels but provide proprietary technology, marketing, and distribution to affiliated establishments. Unlike these exclusive networks, platforms like Booking.com remain open to any accommodation that chooses to join or leave, offering flexibility and access to a broader audience without the constraints of brand affiliation–letting hoteliers maintain their entrepreneurial freedom. This open platform approach contrasts with the closed, brand-specific systems of large hotel chains</p>

<h3 class="wp-block-heading"><strong>Balancing Global Reach with Local Value</strong></h3>



<p>Digital platforms offer SMEs access to global markets and empower them to stay competitive despite major headwinds. SMEs, on their part, are absolutely pivotal to the local value creation. Studies show that local hotels and restaurants return over 50% of their revenue to their surrounding communities, through local sourcing, employment, and partnerships with nearby businesses. This is compared to just 14% for national chains.</p>



<p>When comparing the European market for travel accommodations as a whole vs. the rooms sold via online platforms, Tourism Economics&nbsp;<a href="https://www.oxfordeconomics.com/resource/the-economic-impact-of-online-travel-agencies-in-europe-2019-2021/" target="_blank" rel="noreferrer noopener">found</a>&nbsp;that pre-pandemic, only a small fraction of total European accommodation sales went to rural areas (16%). Yet, when we talk about the share of total sales via online travel platforms, the number more than doubles to 38%. This demonstrates how platforms help open up rural areas as destinations for global travelers, enabling them to explore and experience regions beyond the widely-known hotspots.</p>

<p>As Draghi’s report highlights, boosting SME productivity through digital adoption is essential for Europe&#8217;s competitive future. Open travel platforms are a critical part of this transformation. Europe’s unique travel and hospitality ecosystem offers a compelling model for economic competitiveness. The&nbsp;<a href="https://www.mckinsey.com/mgi/our-research/a-microscope-on-small-businesses-spotting-opportunities-to-boost-productivity#/" target="_blank" rel="noreferrer noopener">synergy between SMEs and large businesses</a>, combined with access to scale offered by digital platforms, has created an environment in which both global chains and small, independent accommodations can flourish. As the sector continues to grow, this balance between scale and local value will continue to be key to sustaining Europe’s position as the world’s premier travel destination.</p>

<p>The travel industry is an essential pillar of the EU&#8217;s economy – <a href="https://wttc.org/research/economic-impact" target="_blank" rel="noreferrer noopener">accounting</a> for roughly 10% of GDP and a similar share of employment. In many aspects, our sector doesn’t get the attention it deserves from policymakers, yet it is a key driver of EU competitiveness, a major source of service exports and a provider of local development all across our continent.</p>



<p>In the aftermath of the EU elections, we are looking forward to a new set of priorities, and hope to see government policies better calibrated to empower hospitality SMEs in Europe. The first step, as ever, is knowledge. What is on the minds of European hoteliers? Has the sector fully recovered from the biggest slump in the history of travel? Do international chain hotels or local SME accommodations find themselve benefiting more from government actions? And what kinds of policies would they find most helpful?</p>



<p>For the third year now, we’ve partnered up with Statista to survey nearly a thousand hospitality industry professionals for the <a href="https://www.statista.com/page/2024-european-accommodation-barometer" target="_blank" rel="noreferrer noopener">European Accommodation Barometer</a>. What we’ve learned might surprise you.</p>



<p>Despite making up the majority of Europe&#8217;s accommodations, independent businesses have seen a <a href="https://www.statista.com/chart/28702/european-independent-hotels-outspend-chains/" target="_blank" rel="noreferrer noopener">decline</a> in their room-share over recent decades. The latest barometer shows that chain hotels continue to report strong performance over and above that of their smaller counterparts – covering a wide range of economic and sentiment metrics, such as access to capital as well as occupancy and room rate developments.</p>

<p>While 77% of chain hotels report a positive economic situation, only 59% of independent businesses do so. Large hotels, particularly those with over 250 employees, benefit from economies of scale, making it easier to secure loans and manage rising costs. This advantage is reflected in the 84% of these larger hotels experiencing positive business development over the past six months, compared to just 50% of micro-enterprises with nine or fewer employees.</p>



<p>The Barometer reports also shed light on how government actions are perceived depending on the type and size of accommodations. While everyone recognizes the importance of the regulatory and political context in which our industry operates, chain hotels consistently reported a higher appreciation for government policies, with an 8-10 percentage point difference compared to independent establishments.</p>

<p>Geographically, the perception of government policies varies significantly. In the Nordic countries, a robust 59% of hoteliers in the fall of 2023 anticipated a positive impact from these policies. In stark contrast, German hoteliers were considerably less optimistic, with only 10% expecting positive outcomes and 50% predicting adverse effects. These statistics not only highlight regional disparities but also emphasize the need for tailored and hyper-localized policies sensitive to the specific economic and cultural contexts of each country, region, or destination.</p>

<p>The survey results further reveal the effort required to comply with various requirements and mandates imposed by governments. Over the past year, an increasing number of European hoteliers (nearly half) reported a rise in the level of effort required to comply with government regulations, with only 6% feeling that compliance has become easier. This growing challenge is particularly pronounced among SME accommodations, which often do not have the same resources as larger chains to manage these demands.</p>



<p>Examining the types of government actions that resonated with hoteliers, investments in destination marketing emerged as the most applauded policy by fall 2023, supported by 42% of respondents. Other favorable policies included support schemes for accommodations (38%) and education/training schemes related to the travel sector (33%). On the flip side, taxation was highlighted as the most burdensome policy area, with 50% of hoteliers deeming it negatively impacts their business. </p>



<p>As the travel industry seeks to further galvanize progress, hoteliers articulated clear preferences for the types of government support they deem most vital. These include a desire for a reduced VAT rate, robust investments in local infrastructure, and a push for macroeconomic stability, with each of these areas receiving endorsements from over 70% of respondents.</p>

<p>Furthermore, the size of an accommodation inversely correlates with the perceived need for government intervention. Smaller accommodations, often without the buffer of extensive capital reserves or brand recognition to ensure a consistent guest flow, are more vulnerable and hence more reliant on supportive policies. For example, nearly four in five (78%) of the smallest businesses stressed the urgent need for macroeconomic stability, compared to just over half (53%) of the largest establishments.</p>

<p>Independently-run properties don’t have the access to the closed systems used by global chains and they face much higher hurdles when it comes to access or cost of capital. In an environment where international and intra-European travel plays an ever increasing role, this puts SME hotels at a structural disadvantage. A <a href="https://www.hospitalitynet.org/opinion/4105032.html" target="_blank" rel="noreferrer noopener">research paper</a> looking at a Belgian hospitality market, found that hotels that list on digital platforms achieve higher profitability. Importantly, the smaller the property, the more prominent was this effect.</p>



<p>In the European accommodation sector, government policies and regulations have always been crucial for maintaining standards, ensuring consumer protection and fostering competition. It is imperative for policymakers, regulators, and government bodies at both the EU and nation-state levels to engage more deeply with all stakeholders, including hospitality’s microenterprises, global chains, and industry platforms like Booking.com, to craft policies that are not only responsive to the global mega-trends in travel, but also adaptive to the specific challenges faced by SME accommodations.</p>

<p>Travel is a force for good in the world, and it is also a powerful economic engine. Before the pandemic, WTTC <a href="https://wttc.org/research/economic-impact">calculated</a> that the tourism sector was responsible for 1 in 5 new jobs and accounted for roughly 10% of global GDP and an equal share of employment. International tourism as an export service amounted to a staggering $1.9 trillion in 2019. This is why I’m really encouraged by the UNWTO’s latest <a href="https://www.unwto.org/news/international-tourism-swiftly-overcoming-pandemic-downturn">announcement</a> stating that international arrivals have reached 84% of pre-pandemic levels and the sector recovery is continuing apace. In Europe, where Booking.com is headquartered, we’ve reached 91% of pre-pandemic levels.</p>



<p>In this context, it’s important to recognize the impact of digital platforms like ours, which have not only <a href="https://www.aworldworthexperiencing.com/empowering-entrepreneurs/home">empowered</a> small and independent accommodations to compete but have also enriched the travel experiences for millions of people worldwide.</p>

<h3 class="wp-block-heading"><strong><span class="has-inline-color has-luminous-vivid-orange-color">1. </span>Reflecting on the past and Booking.com&#8217;s recovery</strong></h3>



<p>It is impossible to discuss the current state of the travel industry without acknowledging the destructive impact of the pandemic. However, I am pleased to note the recovery of Booking.com and the industry as a whole. In fact, we just released the second edition of our <a href="https://www.aworldworthexperiencing.com/european-accommodations-hope-for-a-record-breaking-year-summer-2023-barometer-reveals-4e92710e98af">Accommodation Barometer</a>, and nearly half of the European hoteliers expected to set revenue records in 2023. It is true that inbound travel from Asia still lags behind, but that speaks more about opportunities yet to be unlocked, rather than signals for concern.&nbsp;</p>

<p>Sustainability has become a crucial aspect of the travel industry. Consumer awareness has never been this high and, as profitability in the hospitality industry is finally making a comeback, a window of opportunity to introduce new practices is open wide. At Booking.com, we have implemented a multipronged Travel Sustainable programme, and I’m convinced it&#8217;s already helping to accelerate a <a href="https://www.hospitalitynet.org/opinion/4116906.html">flywheel of sustainability</a> in our sector. <p>Europe is setting the pace in the transition towards a more sustainable, carbon-neutral future. And our travel and tourism sector is second to none. These twin advantages uniquely position the continent to become a global leader in sustainable tourism.</p>



<p>This article examines the challenges faced by the travel industry as it seeks to make a contribution within the broader EU Green Deal agenda. It also considers how Europe&#8217;s legal framework could help foster trust, transparency, and innovation in environmental labelling, paving the way for a more sustainable tourism industry.</p>



<p>Environmental labels make it easier for consumers to make more sustainable choices and for businesses to be recognized for their investments and efforts. However, with sustainability being a buzzword, there is also a risk of misleading claims and greenwashing.&nbsp;</p>



<p>The European Commission’s initiatives on <a href="https://commission.europa.eu/publications/proposal-directive-empowering-consumers-green-transition-and-annex_en">empowering consumers for the green transition</a> and on <a href="https://environment.ec.europa.eu/publications/proposal-directive-green-claims_en">green claims</a> aim to foster transparency and promote trust in environmental labels. To deliver on this objective, the rules must address the unique challenges of various economic sectors, be it goods or services. The right regulatory framework will encourage investments in sustainability, thereby achieving more scale and impact. This is particularly important in the tourism sector in Europe which is highly fragmented. An empowering regulatory environment for businesses and consumers will better equip our hospitality entrepreneurs to rise to the challenge of building a more <a href="https://www.hospitalitynet.org/opinion/4112223.html">sustainable future</a>.</p>

<h3 class="wp-block-heading"><strong><span class="has-inline-color has-luminous-vivid-orange-color">1. </span>SME hotels and the uptake rate of environmental labels</strong></h3>



<p>Consumers, as well as service providers, are united in wanting a more sustainable travel experience. Four in five travellers (78%)&nbsp; intend to stay in a sustainable property at least once in the coming year.&nbsp;</p>



<p>While we see a consistent increase in <a href="https://www.aworldworthexperiencing.com/4-key-findings-from-booking-coms-2022-sustainable-travel-report-a13a384638ef">travellers’ interest in sustainability</a>, it is still a niche and elite part of the market. Out of the millions of accommodation listings on our platform, currently, fewer than 6,000 tourism accommodations have a third-party certified sustainability label, that is less than 1% of accommodations.</p>



<p>There are over <a href="https://ec.europa.eu/eurostat/web/tourism/">600,000 accommodation establishments</a> in Europe, and roughly 70% are SMEs. In our <a href="https://www.sustainability.booking.com/_files/ugd/6b9913_ae27941687d3425d9a7e27672dc38d41.pdf">research</a>, we see that many SME accommodations don’t know where to start and how to continue, are uncertain of the impact of the initiatives on their customers, or how to showcase the practices they have adopted. They often lack the operational resources to systematically engage with sustainability. Third-party certifications, such as Green Key or EU Ecolabel, while the gold standard, require important resources and investment and are not broadly recognised beyond local audiences, which can make them unappealing to many accommodations.</p>

<h3 class="wp-block-heading"><strong><span class="has-inline-color has-luminous-vivid-orange-color">2.</span></strong> <strong>Travel Sustainable Program and Badge</strong></h3>



<p>To address this gap, we have introduced the <a href="https://www.sustainability.booking.com/industryinsights/building-a-more-sustainable-travel-industry">Travel Sustainable Program</a>, where we share insights and best practices to improve the access of hospitality-sector entrepreneurs to relevant information and guide our partners in their efforts. An essential part of this program is a <a href="https://partner.booking.com/en-gb/solutions/advice/sustainability-solutions">Travel Sustainable Badge</a>, which recognises the level of sustainability practices accommodations have implemented. In other words, we’ve created a ladder for hoteliers to ascend – one step at a time.&nbsp;</p>



<p>Enabling this transition is particularly important for SME accommodations. An expectation that many will make a jump from zero straight to the third-party certifications is simply unrealistic. Our accommodation partners are on a journey: some are only starting out, and some are already experts. By recognising accommodations that have reached a threshold of meaningful impact we support our partners step-by-step in their individual and unique path of green transition.&nbsp;</p>



<p>As the old proverb goes, ​​a journey of a thousand miles begins with a single step. And we want our accommodation partners to feel empowered to take it: all the way up to the gold standard of third-party certifications. Our program recognises and celebrates the outstanding commitment and investment of partners who attain one of more than 40 certifications or ecolabels such as Green Key or EU Ecolabel.</p>

<h3 class="wp-block-heading"><span class="has-inline-color has-luminous-vivid-orange-color"><strong>3.</strong></span> <strong>Encouraging innovation and investment</strong></h3>



<p>We <a href="https://globalnews.booking.com/bookingcom-launches-first-of-its-kind-travel-sustainable-badge/">launched</a> the Travel Sustainable Badge in 2021, and by now, 1,250,000 accommodations globally have shared at least some information about their sustainability practices. And of that 1.25 million, over 500,000 are being recognised for their efforts to operate more sustainably globally (the figures for the EU stands at 275,000 as of April 2023). In addition, on Booking.com, travellers can clearly see where individual accommodations are on their sustainability journeys and what practices they have implemented.</p>



<p>The experience with the Travel Sustainable Program shows the potential for scaling. When the upside is easy to grasp, the path forward is split into digestible steps, tourism-sector entrepreneurs will find themselves more empowered to ascend the ladder, and the cumulative impact will be enormous.&nbsp;</p>



<p>At the core of this flywheel of innovation and investment is the matching of supply with demand. It is indeed quite simple, but it is not easy. When the travellers who want to stay at sustainable properties find what they are looking for, the hoteliers will see that their guests appreciate efforts to operate more sustainably, and the investments are paying off. This is how we can ignite the virtuous cycle on the path to <a href="https://www.aworldworthexperiencing.com/global-accommodation-the-road-to-net-zero-848bb4db1f37">net zero</a>.</p>

<p>The European Commission is pursuing the right goals in setting a regulatory framework to fight greenwashing. Booking.com shares that objective. With our Travel Sustainable programme, we want to empower consumers to make informed choices while supporting accommodations to transition to sustainability at the pace that best suits each individual hospitality enterprise. We believe this is key to activating the flywheel mentioned above.</p>



<p>Indeed, misleading claims and disappointing experiences could spoil consumers&#8217; thirst for sustainability without proper guardrails in place. On the other hand, a horizontal regulatory framework proposing a rigid one-size-fits all approach could stifle innovation, a necessary element to move the needle on sustainability.&nbsp;</p>
